JOB DESCRIPTION:
Primary Purpose: Provides campus and district leadership in monitoring of special education instruction and programs to assist students with special needs to achieve the goals of the District and campus improvement. Ensures district and campus systems provide necessary components for students' individualized education plans and compliance with all state, federal, and local requirements. The Instructional Coordinator will work with campus other district staff to provide quality special education services that are integrated with the educational programming for all students on a campus.
RESPONSIBILITIES:
Major Responsibilities and Duties
Essential Job Functions
* Coordinate and monitor special education services and provide program guidance for students with special needs.
* Be fluent in all LCISD special education programming options and provide guidance regarding required data.
* Establish a positive instructional/learning environment that reinforces appropriate student behavior, according to student interests and abilities and is conducive to learning.
* Assist in the planning, implementation, and program evaluation of special education services in all settings.
* Monitor instruction and student progress on a regular basis and provide guidance to campus administrators, program specialists, and teachers for improving instructional effectiveness.
* Assist with the development and monitoring of Individualized Education Plans (IEP) to promote alignment of instruction and program activities with IEP goals.
* Address student achievement deficiencies by focusing resources and efforts to promote excellence.
* Provide input for the identification, review, and analysis of resource and equipment needs.
* Assist in maintaining records for audit purposes.
* Keep administration and staff informed on pertinent matters and disseminate ideas and information to other professionals.
* Maintain ongoing appropriate and timely written and oral communication with parents, staff, district personnel and community service agencies, when appropriate.
* Provide professional development/on-site training as needs arise.
Supervisory Responsibilities
* Provide district-wide training and professional development for teachers and paraprofessionals on specific topics related to instruction and student IEP implementation.
* Supervise and provide leadership to program specialists to maintain focus upon instructional programs and students' needs related to IEP implementation.
* Promote and model collaboration between special education staff and district and campus staff.
* Delegate duties, responsibilities and activities in a collaborative and supportive manner.
* Assist administration with hiring special education staff.
Professional Growth and Development
* Participate in professional growth activities on a yearly basis including workshops, in-services, and/or other available trainings for the purpose of increasing professional knowledge.
* Assumes responsibility for professional growth and development by keeping current with professional reading materials and new research findings; and for attending appropriate professional meetings and conferences.
* Observe professional ethical standards in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics.
* Attendance at work is an essential function.
* Perform other duties as assigned by the immediate supervisor and/or Special Education Director.
EXPERIENCE:
Minimum Experience:
* 5 years of teaching experience
QUALIFICATIONS:
Minimum Education/Certification:
* Bachelor's degree required
* Master's degree or 10 years of experience in Special Education including a minimum of 3 years of experience in an instructional or administrative capacity outside of the classroom teacher role
* Valid Texas teacher certificate or teaching certificate from out of state in Special Education
* Valid Texas Driver's License with driving record that meets the requirements of the district
Special Knowledge/Skills:
* Strong organizational, communication, problem solving, and interpersonal skills
* Knowledgeable about current federal and State Board of Education rules and laws governing evaluation and instructional programs for students suspected or identified as disabled and eligible for special education services
* Knowledge of disability related issues that may interfere with a student's access to the learning environment, including appropriate interventions and solutions
* Familiarity with legal and compliance issues (IDEA, state, and federal laws), as well as the Special Education referral process and response to intervention framework
* Skills in designing, implementing, and monitoring systems to ensure compliance with special education rules and regulations
* Knowledge of best instructional practices in a modified classroom (Resource), alternate classroom, collaborative / inclusive classroom, and for students exhibiting behavior challenges, including students with Autism & Emotional Disturbances
* Knowledge of PLAAFP development utilizing FIE, assessments, and current performance/observation data
* Knowledge and ability to develop IEP goals aligned with PLAAFP and student FIE
* Handle confidential information discretely and professionally
* Able to work in a supportive, collaborative role with staff in all departments and offices
