Hiring Agency: Administrative Services - Agency 65 Location: Lincoln, NE Hiring Rate: $28.702 Job Posting: JR2025-00015713 SOS IT Project Manager / Scrum Master (Open) Applications No Longer Accepted On (If no date is displayed, job is posted as open until closed): Job Description: Nebraska Department of Transportation/ Business Technology Support Division (NDOT/BTSD) is seeking a dedicated IT Project Manager/Scrum Master who can perform project management and business analysis. This position would join NDOT's Information Technology Project Portfolio Management Office (PPMO) team in helping to manage IT projects from initiation to closure. Job Duties: * Under general direction, the IT Project Manager will report to the Lead IT Project Manager and will be responsible for planning, directing and coordinating project management activities of designated project(s) ensuring that the goals and objectives of the project(s) are accomplished within the prescribed timeframe and requirements. * Coordinate and complete projects on time within budget and within scope. * Oversee all aspects of projects. * Set deadlines, assign responsibilities and monitor and summarize progress of project. * Prepare reports for project portfolio and upper management regarding status of project. * Work directly with clients to ensure deliverables fall within the applicable scope and budget. * Lead and direct the work of others. * Perform analysis and document process flows. * Perform or assist with testing as needed. * Perform other duties as assigned. Qualifications / Requirements: Minimum Qualifications: Experience, education, or training in coding computer applications. Preferred Qualifications: * Bachelor's degree or technical degree in computer science/software development/project management. * Minimum 2+ years of experience in managing projects/software development utilizing Agile SDLC. * Minimum 5 years project management experience. * Experience developing requirement specifications, business cases, functional specifications, process models and state transition models. * Experience defining project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. * Experience performing gap analysis to compare solutions against stakeholder requirement. * Experience conducting vendor product evaluations. * Experience enhancing the capabilities and effectiveness, by ensuring that proposed solutions are properly understood and appropriately exploited. * Experience as an IT project manager or ERP project manager. * Experience leading process to complete project charter and obtain necessary approvals. * Experience creating and publishing project documents to include project scope, project schedule, business requirements, risk assessment and response, and time estimates. * Experience determining resources required to accomplish project objectives. * Experience conducting or participating in stakeholder meetings. * Experience creating and executing plans for communication, change control, quality and risk control, and specific coordination of activities. * Experience overseeing execution of project tasks, monitoring performance and solving project slippage and/or constraints in timely manner. * Experience managing stakeholder expectations, project risks and solving problems. * Experience controlling project scope and changes, schedule, and status reporting. * Experience facilitating closeout activities like lessons learned and customer feedback. * Experience understanding and performing QA/QC functions as well as leading others in QA/QC activities. * Experience capturing business requirements and assisting with design and development. * Experience with Azure DevOps to create product backlogs, user stories & tasks. * Experience supporting Department of Transportation / Highway Safety / Traffic Safety / Financial systems. * Experience with Agile development utilizing SCRUM. * Experience working with Developers and end users is a plus. * Project Management certification desired but not required. * Experience with Web Services and Windows Services. * Experience using Microsoft SQL Server. * Experience with CICS. * Experience handling multiple projects. Other: * NDOT utilizes Agile development methodology. * NDOT web applications are built in MVC pattern with MSF C#.NET, HTML, JavaScript, CSS and XML which interact with the Department's Information Systems. * NDOT has a number of legacy systems built using COBOL, CICS and DB2 Z/OS. * Must be able to work onsite and remotely when required. * Regular and reliable attendance is required. Knowledge, Skills, and Abilities * Knowledge of Agile SDLC, Azure DevOps, COBOL, CICS, DB2 Z/OS, and web applications built in MVC pattern with MSF C#.NET, HTML, JavaScript, CSS and XML. * Strong knowledge of Microsoft Project and Microsoft Office Suite. * Excellent relationship building, leadership and client management skills. * Deep understanding of project management tools and approaches to managing complex projects. A wide degree of creativity and latitude are expected. * Strong soft skills with a distinctive ability to empower, motivate and influence others without authority or a direct reporting relationship. * Excellent client-facing and internal communication skills. * Excellent written and verbal communication skills. * Solid organizational skills including attention to detail and multitasking skills. * Ability to lead project teams of various sizes and see them through to completion. * Strong understanding of formal project management methodologies such as Project Management Institute (PMI). * Ability to perform Process Flow Analysis of existing systems/applications.
