Who We Are Supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties And Responsibilities
Software Application Release, Deployment and Configuration
- Install, configure and maintain build and deployment pipelines.
- Assist in testing activities.
- Manages change requests for software application releases and deployments as well as deactivations.
- Assists in designing, verifying, documenting, and maintaining software configurations for deployment.
- Ensures pre-requisites are met and uses approved tools and techniques for deployment of software applications.
- Configures and integrates software applications.
- Contributes to preparation of software implementation procedures with fall-back contingency plans.
- Administers the recording of activities, logging of results and documents technical activities undertaken.
Software Application Support and Maintenance
- Monitors operational instances for resource usage and failure rates, to inform and facilitate tuning and improvements.
- Support monitoring and reporting of the operational status of the assigned applications services and responding to exceptions.
- Assists end-users and follows agreed procedures for further help or escalation.
- Responsible for troubleshooting any issue with the software applications under their responsibility.
- Uses standard procedures and diagnostic tools to test installations, correct problems, and document results.
- Ensures back-up and recovery procedures are update to date and in-place.
Additional Duties
- Collaborates in reviews of work with others as appropriate.
- Providing consistent and adaptable support in alignment with the organization's requirements.
Essential Skills And Experience
At least 3 years practical experience of working experience within a large organization, including:
- The operation, administration, testing and maintenance of software for modern information systems in a networked and distributed environment;
- Knowledge of operating systems that are currently used for modern information systems;
- Experience with deployment and maintenance of both Windows and Linux based systems (e.g. via vSphere and with Active Directory);
- Experience with working in isolated environments when installing solutions (e.g. Windows applications and Container environments);
- Experience with Kubernetes and Docker (container) based solutions, including their deployment and maintenance;
- Experience with (pre-)deployment pipelines for testing, controlling and distribution of code modules and containerized solutions (e.g. Jenkins, GitLab);
- Familiarity with (limited) hardware allocation, DNS, Active Directory-based access controls;
- Experienced in handling 1st and 2nd line issues, working with solution knowledge-base and capable of writing new solution entries;
- Administration of Relational Database Management Systems, e.g. Microsoft SQL Server;
- Administration of web-based software applications and information systems;
- Data and systems interoperability, interoperability testing standards, procedures and methodologies;
- Security cross-domain information exchange methodologies, tools and techniques;
- IT service management and tools;
- The ability to communicate effectively in written English to produce technical documents such as technical notes, reports, and reference documents;
Desirable Skills And Experience
- Experience with Systematic's SitaWare Headquarters C2 application;
- Experience with server clustering, familiarity with PC hardware and networking techniques;
- Experience of software applications support and maintenance in the NATO or similar defence or civilian environment;
- Knowledge of security assurance requirements for military information systems;
- Knowledge of and experience with (military) information exchange standards;
- Experience with multi-user containerized solutions;
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
Training/Certifications:
- Certifications in relevant technologies (e.g. Microsoft SQL Server, Windows and Azure, Google Cloud, AWS, Linux).
Education
- Higher vocational training in the area of computer science with 3 years post-related experience or a secondary educational qualification with 5 years post-related experience.
