Accurately prepare, update, and manage detailed BOQs for various project phases, ensuring precision in quantity take-offs based on approved design documents, construction drawings, and technical specifications. Coordinate with procurement and cost control teams to ensure alignment with contractual and commercial requirements.
Review and validate schematic and detailed design packages submitted by the design or sales team to confirm technical soundness and full compliance with relevant local and international codes, standards (e.g., API, ASME, NFPA), and oil & gas industry regulations.
Conduct in-depth technical evaluations of architectural, structural, and MEP drawings.
Ensure interdisciplinary coordination and resolve any discrepancies or clashes between design packages through interface management and coordination meetings.
Develop, refine, and issue construction details and technical solutions as required to support field execution, particularly in complex oil and gas infrastructure such as process buildings, substations, control rooms, and pipeline corridors.
Support project control teams by preparing detailed cost estimates and budget proposals. Analyze technical and material specifications to identify cost drivers and contribute to value engineering exercises.
Review and approve shop drawings, material submittals, and fabrication drawings submitted by EPC contractors, ensuring compliance with IFC (Issued for Construction) drawings, technical requirements, and project specifications.
Maintain and update the Construction Details Library with the latest approved standards, details, and field-proven solutions. Ensure technical documentation is systematically archived for future reference and audit purposes.
Regularly review and update the approved vendors and suppliers list. Evaluate the technical capabilities and past performance of manufacturers and service providers, ensuring alignment with project-specific technical requirements.
Provide timely, accurate, and technically sound responses to RFIs (Requests for Information) and site technical queries raised by contractors or construction teams. Coordinate with design consultants as needed to resolve ambiguities.
Act as a key technical interface during meetings with consultants, contractors, suppliers, and client representatives. Provide subject-matter expertise, clarify technical issues, and ensure all stakeholders are aligned on design intent and construction requirements.
Requirements:
A Bachelor's degree in Civil Engineering (or related field), with 5-7 years of hands-on experience in a technical office environment, preferably with a focus on steel structures within the oil and gas or construction sector.
Proficient in AutoCAD, SAP, Tekla, Microsoft Word, and Excel and experience with REVIT is a plus and considered a valuable addition to the skill set.
Proven track record in reviewing and creating detailed technical drawings and construction details, ensuring they meet project specifications and regulatory standards.
Extensive experience in preparing and managing Bill of Quantities (BOQs) in both Arabic and English, including comprehensive quantity surveying and cost estimation.
Strong understanding of structural and electro-mechanical design concepts, particularly within the oil and gas industry. Proven ability to coordinate and resolve technical issues across multiple disciplines.
In-depth knowledge of design standards, local codes, and government regulations pertinent to the oil and gas sector, ensuring all designs comply with industry standards and legal requirements.
Strong analytical and critical thinking abilities, able to assess alternative solutions, recognize potential issues, and propose optimal technical and practical solutions to complex engineering challenges.
Professional proficiency in English, both written and verbal, with the ability to communicate technical information clearly and effectively
