Summary
Duties / Responsibilities And Knowledge / Experience
Provide assistance with/to...
Acquisition planning, development of solicitations, requests for proposals, developing and drafting purchase orders, miscellaneous obligations, contracts, interagency agreements and cooperative agreements.
The IJC's technical staff in the Washington, D.C. and Windsor, Ontario offices with all stages of the procurement process, including market research, development of statements of work, preparation of cost estimates, reporting on contract status, and administration of contracts and agreements.
Keeping the IJC up to date on developments in federal contracting.
Implementing G-invoicing for interagency agreements, including providing input on forms and processes for acquiring goods, services and supplies.
Preparation of procurement plans and necessary justifications and/or determinations and findings for review by the COR.
Preparation of purchase orders, contracts and other documents, assisting in keeping forms up to date with applicable acquisitions laws and regulations and that specifications are clear.
Keeping spreadsheets on all active and closed-out contracts and agreements, including periods of performance, contract or agreement modification status, and status of deliverables.
Keeping accurate records of contracts and agreements supported with U.S. funding for activities of the Great Lakes Regional Office.
Hold knowledge of...
U.S. Federal Government contracting methods to procure a wide variety of goods and services through formal advertising and negotiations; this includes skill in negotiation sufficient to negotiate post award contract changes and settlements.
A variety of contracting mechanisms including contracts, purchase orders, etc. and use of standard and modified provisions to suit unique procurement situations, sufficient to plan and conduct the procurements.
Steps for market research, cost estimate development, and price and cost analysis to determine reasonable, allowable and allocable costs for negotiating contracts initially and for negotiating post award changes and settlements.
Contract administration principles and practices to monitor contract performance over the life of contracts, and to solve a broad range of problems relating to change proposals, claims, payments and similar problems.
The preparation of excel spreadsheets and experience reviewing financial data and information is required.
The procurement system Ariba, Invoice Payment Portal (IPP) and Department of State systems for procurement and financial systems. Ability to run spending reports in GBI.
Minimum Requirements
GS-13/14 equivalent
Master's Degree in any major
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Strong communications skills, both oral and written, are required.
Must be able to execute and sign non-disclosure agreements when working with sensitive and/or proprietary information.
Preferred Qualifications
Previously certified / held a position as a U.S. Government Contracting Officer (CO), Contract Administrator, or Contract Specialist
Salary: $120000 - $185000 per year
