Summary

Description This position plans, directs, monitors and supervises projects including the engineering, construction, renovation of the City's water and wastewater facilities and systems; performs professional civil engineering work on assigned projects; supports the Deputy Director of Major Capital Projects in areas including the Columbia Water Asset Management Program, water and sewer hydraulic models; mentors department project managers; and performs other professional, technical, administrative and supervisory work as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings. The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: climbing, feeling, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking. Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, toxic/caustic chemicals; and involves decisions that could lead to major community or organizational consequences. Essential Job Functions * Plans, coordinates and supervises projects associated with the construction, renovation, maintenance, administration and operation of City infrastructure, facilities, and systems, ensuring compliance with applicable federal, state and local laws and regulations; * Supports the Deputy Director of Major Capital Projects with major initiatives including but not limited to the Columbia Water Asset Management Program; water and sewer hydraulic models; and implementation of the water and sewer master plan. * Provides internal engineering support for water and wastewater treatment systems and facilities; * Identifies, investigates and analyzes engineering problems; researches, formulates and recommends solutions, and implements solutions as directed; * Conducts engineering studies and prepares oral and written reports; * Works with consulting engineers, equipment manufactures/vendors, and construction contractors in the construction, upgrade and/or modification to the water and wastewater facilities and systems; * Performs professional civil engineering work in the design and development of City water / sewer / stormwater drainage and other capital improvement projects; * Develops and designs various solutions to engineering problems; seeks alternatives to designs and submits plans for approval; * Develops and/or approves surveys, scopes of work, estimates, plans and specifications; researches and requisitions project materials and equipment as needed; * Prepares bid documents; * Prepares documents and drawings for permit applications and easement acquisitions; * Attends and participates in pre-bid and pre-construction meetings; * Reviews contractor pay requests; monitors project spending; * Inspects construction work in progress and at completion for compliance with established policies, procedures, regulations, codes, contracts, and standards of quality and safety; * Maintains accurate and up-to-date project records; * Assists in supervising and reviewing the work of engineering technicians and drafters; * Assists in coordinating projects with local, state and federal agencies, as well as other City and county departments, contractors, developers, engineers, land surveyors, architects, inspectors, and other parties as necessary; * Receives and responds to inquiries, concerns, complaints and requests for assistance from customers and the general public regarding areas of responsibility; * Participates in public relations efforts designed to inform the public of department programs and procedures; plans and gives presentations to various community and civic organizations; * Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, attending meetings, entering and retrieving computer data, etc.; * Attends meetings, training, conferences, seminars, etc., as appropriate to enhance job knowledge and skills; * May be required to work outside of normal business hours; * Mentors project managers in the department and; * Performs other related duties as assigned. Qualifications MINIMUM REQUIREMENTS TO PERFORM WORK: * Bachelor's degree in civil engineering or closely related field; * Six (6) years of relevant prior experience; * Registered Professional Engineer in the State of South Carolina; * Valid South Carolina Class "D" Driver's License; Knowledge, Skills, and Abilities * Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models; * Knowledge of personal computer equipment with skill in the use of Microsoft Office 2000 preferred, utilizing Outlook, word processing, spreadsheet and database software programs. Skill in the use of presentation software programs; * Ability to express ideas clearly and concisely both orally and in writing using excellent organizational and interpersonal skills; * Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope; * Ability to supervise the activities of those operating or repairing complex machinery or equipment that requires extended training and experience, such as GPS equipment, laboratory equipment and instruments, or the application of custom or commercial administrative, scientific or other complex software or systems; may involve installation and testing. Span of control and scope of operations is extensive, involving a large number of facilities; * Ability to interpret policy and establishing methods and procedures for acquiring, installing, testing, operating or repairing complex machinery or equipment that requires extended training and experience, such as water/sewer/stormwater systems, or the application of custom or commercial engineering or other complex software or systems; responsible for public acquisitions and construction projects, including preparing specifications for contracts for goods and services; * Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact; * Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style; * Ability to perform professional-level work requiring the application of scientific, engineering, accounting or legal methods in the solution of technical, administrative or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures; and * Ability to make decisions, affecting a large segment of the organization and the general public; works in a dynamic environment; responsible to assist in developing policy and practices.
