Summary

Position Summary A Civil Engineer IV Project Manager in the Project Management Section is responsible for advancing the design of transportation improvement projects in an efficient and transparent manner. Civil Engineer IV Project Manager will be capable of managing complex projects with limited supervision and shall carry a heavier active workload than that of a Civil Engineer III Project Manager within the Section. Civil Engineer IV Project Managers may also have supervision and training responsibilities during the temporary absence of the Civil Engineer V Senior Project Manager. A Civil Engineer IV Project Manager will be responsible for managing the design of between fifteen and twenty transportation improvement projects with the Project Review Committee (PRC) approval through the construction contract award. Duties and Responsibilities * Demonstrating a thorough understanding of the Highway Division's standards as described in the Standard Specifications for Highways and Bridges and the Project Development and Design Guide. * Reviewing and understanding each new edition of the Supplemental Specifications and each new Engineering Directive. * Reviewing and understanding each Project Management Standard Operating Procedure available on the shared drive. * Obtaining monthly design schedules for every project programmed for construction funding. * Providing effective liaison and follow-up on various stages of review submittals involving Traffic, District Offices, Utilities, Environmental, ROW, and Cities/Towns to maintain the schedule. * Performing cursory reviews of plans, specifications, and estimates for compliance to Highway Division standards. * Conducting Design Public Hearings and Public Informational Meetings and ensuring that all written comments as a result of the hearing or meeting are answered. * Responsible for maintaining accurate information in the project database (ProjectInfo) for every project assigned. * Entering the dates of all design submissions. The date the submission is received and the date the submission comments are sent to the designer must be entered at the 25%, 75%, 100% and P.S.&E. stage for every project. * Entering the Total Federal Participating Construction Cost for every project assigned to the Project Manager. Estimates must be updated at each stage of design and whenever there is a change. The total Federal Participating Construction Cost includes the office estimate, traffic police, trainees, construction engineering, contingencies, and federal participating force accounts with utility companies. * Providing the dates of submittals and the controlling criteria requiring a Design Exception. * Respond to inquiries by letter, e-mail, phone, or through Supervisors in a timely manner. * Prepare accurate Project Briefings in a timely manner. * Prepare Consultant Evaluation Reports. * Perform activities associated with the Cost Recovery Procedure. * Prepare construction contract award documents. * Keep supervisors informed of any major issues or problems relevant to the advancement of the project. * Assist other project managers within the section, when directed by the supervisor or section manager. * Responsible for all administrative duties associated with a consultant contract. Duties include: * Reviewing project scopes and workhour estimates and negotiating fees for contracts or individual assignments. * Reviewing and approving consultant invoice payments in conformance with Prompt Pay Legislation. * Monitoring contract provisions to ensure that Extensions of Time and Additional Funding Requests are reviewed and processed when required. This position is eligible for a five-thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period. Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions I. An Associate's degree with a major in civil engineering or civil engineering technology* may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering* may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. * Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience. SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
