About The Project

The Frederick Douglas Tunnel Program (FDTP) includes the design and construction of two new high-capacity tunnels that will replace the Baltimore & Potomac (B&P) Tunnel for passenger travel along with three new ventilation facilities, new bridges, roads, utilities, tracks alignment, upgrading West Baltimore station, and upgrading the existing B&P tunnel. The FDTP will:

  • Reduce travel time along the Northeast Corridor (NEC) between New York City and Washington, DC.
  • Accommodate existing and projected travel demand for intercity and commuter passenger services.
  • Eliminate impediments along this section of the NEC.
  • Provide greater operational reliability, and safety.

The FDTP is phase one of a two phase plan, with phase two being the addition of two more tunnels.

WSP is currently initiating a search for a Senior Project Controls Manager to support the Frederick Douglas Tunnel Program (FDTP). This is a full-time position located in Philadelphia, PA. This position requires experience in rail and transportation projects and programs.

Your Impact

Responsibilities

  • Provide regular briefing to project manager on project financials, schedule status, issues, and concerns
  • Develop and monitor an effective system of program/project cost controls
  • Engage specifically in planning, staffing, scheduling, budget management, quality control, safety, and coordination of subcontractors and Internal technical and support staff.
  • Prepare monthly analyses and reports on expenditures, progress, commitments, budget performance and schedule performance
  • Ensure all required tasks are performed on-time and within budget.
  • Provide all necessary documents, information, and monthly reports to client, as needed.
  • Resolve issues with contract fulfillment in a timely manner and ensure that all aspects of the program remain on schedule and within budget.
  • Remain current in latest transit and rail engineering techniques and practices.
  • Collaborates with professionals from a variety of disciplines, other engineers, planners, and infrastructure authorities on Federal, State, regional, and locally funded improvement and development projects, as well as proposal and business development opportunities.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Bachelor’s Degree
  • Minimum 12+ years of relevant experience in large scale rail and systems projects.
  • Strong understanding of project schedule and cost estimating
  • Demonstrated experience with State and local governments, contractors, transportation agencies and professional organizations.
  • Strong project controls skills and experience.
  • Strong verbal and written communication skills.
  • Strong (proven) management and interpersonal skills.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.
  • Occasional travel may be required depending on project-specific requirements.
