Position Overview
Within NACo’s County Practices and Innovations department, the senior program manager role is a project management position focused on timely execution of project-based deliverables, such as producing and disseminating best practice content and hosting impactful small group events for county officials. Senior program managers contribute to the success of a topical portfolio of programs and lead multiple programs and project elements related to grant, budget and contract management; program evaluation for member impact and satisfaction; writing and dissemination; and event content design and execution. Senior program managers will build skills in budget oversight, people and contract management, external partner engagement and member engagement.
Location:
This position is based in Washington, D.C., with opportunities for travel to conferences, meetings, and partner engagements. The Association currently offers hybrid workplace options, based on job function and performance, with an emphasis on leadership and teammate engagement and performance. Base Salary $90,000 annually
Position Responsibilities And Activities
- Lead programmatic activities related to NACo’s public health programming by providing strategic and content expertise and managing the timely delivery and quality of deliverables for project activities.
- Design and execute virtual and in-person events (webinars, conference workshops, multi-day events) for county leaders seeking to improve public health practices.
- Research and survey key NACo networks to develop case examples, create recommendations and identify best practices for replication and future programming.
- Develop, disseminate and promote NACo resources across written materials, partner meetings, small group convenings and national events/conferences.
- Manage program reporting and budget activities, including forecasting, monitoring and ensuring adherence to program work plans; work well across teams and departments to ensure timely completion of financial and narrative reports to program funders.
- Build partnerships with federal, regional and philanthropic partners to strengthen county government understanding and resources related to public health.
- Advise NACo partners on county roles and authorities in, perspectives on and opportunities for public health.
- Maintain productive ongoing relationships with NACo members, foundation and corporate funders, federal partners and other NACo departments.
- Identify potential funding opportunities and lead proposal development for future projects related to issues regarding county health authorities and responsibilities.
- Hire and oversee consultant contractors, as needed.
- Supervise up to two (2) program or research intern(s).
Knowledge, Skills And Abilities
- Minimum 5 years’ experience in public health. Highly qualified candidates will have at least 6 years of program or project management experience in nonprofit, consultancy, academia, public policy, government or foundation sector.
- Experience working with or for local government a plus but not required.
- Bachelor’s degree required; advanced degree or equivalent professional experience or relevant certification a plus but not required.
- Strong understanding of and/or experience in key areas of public health, including workforce development, community engagement, health equity, program implementation, data-informed decision-making and cross-sector collaboration to improve population health outcomes.
- Strong project management and organizational skills; demonstrated ability to manage multiple projects without compromising quality or timely delivery.
- Excellent verbal and written communication skills, including in public speaking and conducting formal meetings with internal and external stakeholders.
- Brings collaboration, innovative ideas and creativity to the position and work products;works well as part of a team and with external partners.
- Ability to work well in a political environment while maintaining a nonpartisan perspective.
- Ability to work well with external partners, including communities and stakeholders from ideologically, racially, ethnically and socioeconomically diverse backgrounds.
