We are seeking a highly experienced Program Manager to lead and oversee the execution of an IDIQ contract withthe U.S. Government that includes aircraft alterations, heavy maintenance, and engineering services. This role requires extensive knowledge of aviation maintenance, logistics, program management, and federal contracting. The Program Manager will serve as the primary interface with U.S. Government and subcontractors and will be responsible for all aspects of contract performance, including scope, schedule, cost, quality, and compliance.
Expertise And Functions
Serve as the principal point of contact with U.S. Government program officials, contracting officers, and subcontractors for the IDIQ
Lead the planning, execution, and oversight of aviation maintenance, supply chain, logistics, and engineering support activities across multiple task orders
Ensure on-time, within-budget performance while meeting or exceeding all technical and regulatory requirements
Provide programmatic leadership to cross-functional teams including subcontractors and geographically dispersed field teams
Oversee task order responses, resource allocation, risk management, and quality assurance efforts
Maintain full compliance with Federal Acquisition Regulations (FAR), DHS aviation policies, and safety protocols
Develop and deliver periodic reports, performance metrics, and presentations to senior DHS stakeholders
Manage customer expectations and ensure high levels of client satisfaction
Lead staffing and talent development to support DHS mission needs across CONUS locations
This position is contingent upon contract award.
Requirements
Education/Training:
Bachelor's degree in aviation management, Business Administration, Engineering, or a related field
Master's Degree preferred
PMP certification or equivalent program management credential (preferred)
Experience
5+ years of program management experience in federal aviation or aircraft maintenance support contracts
Proven experience managing large-scale IDIQ or multi-task order federal programs
Strong understanding of CBP, DHS, DoD, or similar federal aviation operations
Demonstrated ability to manage cross-functional teams and subcontractors in a dynamic, mission-critical environment
Prior experience with Deltek, Microsoft Project, or equivalent PM tools
Preferred Experience
Prior support of CBP Air and Marine Operations (AMO) or similar aviation fleet support
Working knowledge of aviation maintenance regulations, FAA requirements, and military-grade aircraft maintenance operations
Familiarity with FAA Part 145-certified repair station operations, GSA/DoD/DHS procurement processes, and ISO/AS9110 standards
Security
Must be a U.S. citizen and eligible for a government security clearance
Physical Requirements
Able to assess, install, and modify equipment, and inspect machinery
Able to climb, balance, stoop, kneel, crouch, grasp and reach with hands and arms, handle and operate hand/power tools and machine controls
Perform frequent wrist, hand, and finger movements
Prolonged periods of standing while operating machinery
Adhere to all safety protocols, including wearing appropriate safety gear (e.g., eyewear, gloves, masks, hearing protection, etc.) for the assigned task
Able to safely lift and carry up to 50 pounds at a time
