Position Summary:

We are seeking a highly experienced Procurement and Contracts Consultant to lead strategic sourcing, contract negotiation, and procurement planning for complex, high-value projects. The consultant will play a key role in ensuring procurement best practices are followed, risks are managed effectively, and value-for-money is achieved across all procurement and contracting activities.





Key Responsibilities:


Procurement Strategy and Planning

  • Develop and implement robust procurement strategies aligned with organizational goals and regulatory frameworks.
  • Lead market analysis and supplier intelligence to inform sourcing decisions.
  • Prepare and manage procurement plans, timelines, and risk assessments for key projects.




Tendering and Sourcing

  • Lead the preparation and management of competitive bidding processes including RFIs, RFPs, RFQs, and ITBs.
  • Oversee bid evaluations and ensure compliance with procurement procedures.
  • Ensure transparent and auditable procurement practices, especially for donor-funded or government-regulated projects.




Contract Management

  • Draft, review, and negotiate complex contracts for goods, services, and works (e.g., FIDIC, NEC, or custom forms).
  • Monitor contract execution to ensure performance, compliance, and timely delivery.
  • Advise on claims, variations, extensions, and dispute resolution processes.




Compliance and Risk Management

  • Ensure all procurement and contracting activities comply with applicable laws, donor requirements, and internal policies.
  • Identify procurement-related risks and develop mitigation strategies.
  • Conduct procurement audits and recommend improvements.




Capacity Building and Advisory

  • Provide training and mentorship to internal procurement teams.
  • Advise senior leadership on procurement issues, supplier performance, and market trends.






Required Qualifications and Skills:

  • Education: Ba Degree in Procurement, Supply Chain Management, Business Administration, Law, Engineering, or related field.
  • Certifications: CIPS, PMP, or equivalent certification preferred.
  • Experience: At least 15 years in procurement and contracts management, with a minimum of 5 years in a senior or advisory role.
