Title: Senior Maintenance Program Analyst State Role Title: Prog Admin Specialist III Hiring Range: $89,381- $145,244 Pay Band: 6 Agency: VA Dept of Transportation Location: Traffic Management Center Agency Website: https://www.vdot.virginia.gov/ Recruitment Type: General Public - G Job Duties The Maintenance Division has an exciting opportunity to join the Maintenance Services and Performance team as the next Senior Maintenance Program Analyst. The Senior Maintenance Program Analyst will conduct complex analyses and provide support to assigned operational program area. Provide support to assigned maintenance programs and business processes. Serve as technical expert for tools and techniques that support assigned maintenance program areas. Provide technical direction, training, and support to all users to ensure systems perform as needed and that users understand how to best leverage systems to meet their needs. Support leadership in the establishment, monitoring, and reporting of asset inventory & and associated performance metrics. Additional duties and responsibilities include but are not limited to: Business Process Improvement: Provide technical and expert consultation to employees at all levels of the business unit on critical knowledge needed to support process improvement and decision making. Program Review: Identify agency risk, challenges, and opportunities for assigned maintenance or equipment program areas. Business Process Needs Identification: Plan, develop and ensure implementation of projects with program support for VDOT's business functions. Program Liaison: Serve as liaison to other VDOT offices and divisions throughout the state to support consistent system use and continuous improvement as it relates to documenting maintenance or equipment fleet work and responding to customer requests. Business Process Development and Management: Develop and manage business processes related to assigned maintenance or equipment program areas. Standard Operating Procedures: Develop documentation and implementation information needed to support standard operating procedures for all functions. Minimum Qualifications * Ability to communicate effectively orally and in writing with diverse audiences. * Effective presentation skills. * Skill in the use of computers and software applications. * Skill in business and project management. * Technical skills in assigned program areas. * Knowledge of management principles. * Skill in program evaluation, development and implementation. Additional Considerations * A combination of training, experience, or education in Business, Public Administration or related field desired. * Knowledge of transportation maintenance programs, asset inventories or equipment fleet management. * Experience working with large data sets. * Experience defining business needs, identifying solutions, implementing solutions, and monitoring performance. * Experience in program evaluation, development and implementation. * Experience developing business process improvement programs. * Skill in Microsoft products, including SharePoint, Teams, Excel, Power BI, etc. Special Instructions You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
