Role
SANDAG is seeking Senior Engineers to work within the SANDAG Engineering and Construction Department. These positions will plan, monitor and, coordinate various activities to ensure delivery of quality engineering and construction projects including coordinating environmental compliance, tracking project schedules and budgets, and resolving on-site construction and contract issues.
These positions are ideal for experienced engineering professionals with a strong interest in applying construction, design or project management expertise to the implementation of regional capital projects. We anticipate significant career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with other senior employees.
Overview Of Capital Development Program
The SANDAG Engineering and Construction Department is responsible for implementing projects that enhance the regional transportation network and improve the efficiency of existing resources in close collaboration with our regional partners. Examples of significant projects currently underway or in the planning process include the Otay Mesa East Port of Entry, LOSSAN Rail Corridor Improvements, and high-priority Regional Bikeway Projects in the City of San Diego and other jurisdictions .
Job Responsibilities
Provide technical support and engineering expertise for projects in the conceptual, construction and design or planning phases; review submittals, requests for information, studies, reports, and estimates; conduct analyses of budgets, expenditures, and schedules; coordinate consultant services.
Coordinate the preparation of preliminary and final engineering products from consultants; oversee internal, consultant, and construction quality assurance and control processes.
Facilitate project development by fostering and establishing collaborative relationships with key internal and external customers, partners, stakeholders, and funding agencies such as local jurisdictions, transit operators (MTS and NCTD), Caltrans, and local community planning and interest groups.
Participate in the preparation of bid-solicitation documents such as RFPs and IFBs; oversee the preparation or verification of high-quality, bid-ready documents such as plans, specifications, drawings, reports, calculations, and environmental permitting; develop scopes of work, cost estimates, budgets, and schedules.
Review technical proposals, bids, and other submittal documents for transit/transportation systems; evaluate competitive project proposals and make recommendations for consultant or contractor selection.
Participate in the preparation of contracts and task orders for consultants and contractors; oversee and administer contracts with consultants for the delivery and quality assurance of engineering products; ensure projects are completed in adherence to funding agency requirements; prepare and deliver regular project status reports; coordinate the analysis and approvals required for budget and/or schedule changes; communicate changes with other departments and agencies.
Coordinate construction activities with multiple consultants, contractors, sub-contractors, and local agencies; develop, monitor, and communicate critical timelines through detailed schedules and work plans; ensure milestones are met and that projects progress and are delivered on schedule, within the approved budget, and that processes and products meet criteria and specification requirements.
Participate in strategic planning activities for the development of the annual capital improvement program; identify and provide input on projects for priority funding.
Prepare and present written, oral, and visual reports and recommendations to the Board of Directors, Policy Committees, member agencies, stakeholder committees, community groups, private organizations, funding and oversight agencies, and the public.
Prepare environmental documents, design and construction manuals, guidelines and procedures.
Typical Qualifications
Bachelor’s degree with major course work in civil, structural, electrical, systems or transportation engineering. Registration as a Professional Engineer (PE) in the State of California is required for applicants to qualify as a Senior Engineer.
Minimum of five years of increasingly responsible, professional capital project design, construction, and delivery experience, preferably for transportation-related projects.
Demonstrated ability to develop, design, and manage the construction of a broad range of complex bus, rail, bikeway, street and/or other transportation projects.
Demonstrated ability to coordinate and manage on-site contractors and sub-contractors and ensure projects are completed in accordance with approved designs and specifications.
Demonstrated knowledge of the principles, current trends, and practices related to engineering, construction, quality assurance and control, right-of-way, environmental permitting, program development, and implementation and administration of transportation projects in environmentally sensitive areas.
Demonstrated ability to prepare, review, and implement specifications, plans, and designs for regional transportation projects; demonstrated ability to supervise design professionals and consultants in the development and delivery of engineering plans, specifications, estimates, reports, calculations, and environmental permitting.
Experience developing bid-solicitation documents including scopes of work, cost estimates, budgets, and schedules; experience evaluating proposals, bid submittals, and related documents in support of consultant or contractor selection.
Experience preparing on-call professional services contracts, task orders, and change orders; experience managing the workload and budget of on-call professional services contractors for environmental, design, and construction projects; experience preparing regular project or quality status reports and communicating with other departments and agencies.
Demonstrated knowledge of construction and engineering specifications and project delivery methodologies including Design/Bid/Build, Design/Build, Job Order Contracting (JOC), Design Sequencing, and Construction Manager/General Contractor (CM/GC).
Demonstrated ability to develop and manage implementation of complex projects from initiation through construction and final operations; demonstrated experience monitoring project performance measures including budget, schedule, and quality.
Demonstrated understanding and ability to interpret and apply the Federal Highway Administration's (FHWA) bicycle and pedestrian facility design requirements; experience with the American Association of State Highway and Transportation Officials (AASHTO) bicycle and pedestrian design guides, National Association of City Transportation Officials (NACTO) Urban Bikeway Design Guide, and the Institute of Transportation Engineers (ITE) Designing Urban Walkable Thoroughfares guide is highly desirable.
Demonstrated understanding and ability to interpret and apply federal and state laws, regulations, and requirements pertaining to the Americans with Disabilities Act, storm water pollution control, and environmental and hazardous materials mitigation; previous experience with the regulations and requirements for railroad design and operation is highly desirable.
Demonstrated understanding of the principles and practices of budget preparation and control; ability to prepare and administer large and complex budgets; demonstrated experience meeting project goals in a timely manner and within budget.
Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including agency and other government officials, community gro ups and the public and to gain cooperation and consensus through discussion and persuasion.
Ability to communicate technical information effectively, both orally and in writing, to a broad range of audiences; ability to prepare clear and concise administrative, technical, and informational reports ; ability to prepare and deliver public presentations and recommendations regarding various program elements to upper management, member agencies, Boards, community groups, and oth er audiences.
Demonstrated computer software proficiency using various programs from the Microsoft Office Suite and other PC-based applications; experience with Computer Aided Design (CAD), financial management systems, project management, and scheduling software is highly desirable.
