Summary

Position Summary: The Office of Community Schools (OCS) within New York City Public Schools (NYCPS) is committed to educational equity, providing all students with the individual support necessary for success. A central tenet of the Community School strategy is the importance of partnerships and the necessity of supporting the whole child and their families, which is implemented by 420+ schools through intentional and collaborative partnerships between school leaders and community-based organizations that address the unique student and community needs of each school.

The Senior Director of Revenue & Operations oversees a team of Operations Managers, Coordinators and Consultants that manages a portfolio of over 260 human services contracts with an annual value of over $149M. Responsibilities include oversight of contract development, annual provider budget reviews, invoicing, expenditure reporting and analysis, communication with contracted providers and other related areas. Critical to this work is the utilization of several financial management systems, including FAMIS and PASSPort, that makes it paramount to maintain open lines of communication and collaboration with teams that oversee these systems. Additionally, the Senior Director of Revenue and Operations will support the Deputy Executive Director of Operations in the development of new solicitations. Performs related work.

Reports to: Deputy Executive Director of Operations, Office of Community Schools

Direct Reports: Associate Director(s), Operation Managers, Coordinators and Consultants

Key Relationships: Works closely with the Community School Support team, Division of Finance, Mayor’s Office of Contract Services, Division of Contracts and Purchasing, Division of School Leadership as well as key internal and external stakeholders, including nonprofit/community-based organizations, cultural institutions, universities, vendors, and various other NYCPS offices to build bridges between schools and community partners.

Responsibilities

  • Leads a team of Associate Directors, Operations Managers, Coordinators and Consultants with oversight of the Office of Community School portfolio of contracts, including budget and invoice review and processing;
  • Collaborates closely with Program Manager and Directors of School Support to efficiently review and process contracted provider budgets and invoices;
  • Works closely with the Division of Contracts & Purchasing and the Division of Finance on the funding and procurement process associated with city-funded contract initiatives, including cost-of-living adjustments (COLA), wage enhancements (WEI) and indirect-cost rate adjustments (ICRs);
  • Serves as primary liaison with the Mayor’s Office of Contract Services to address issues and implement system improvements with the City’s PASSPort Financials system;
  • Works with accounting on the contract chargeback process;
  • Advises the Deputy Executive Director of Operations on procurement and purchasing strategies - including MTACs, blended funding proposals and efficiency analysis aligned with NYCPS policy and procedures;
  • Develops State and Federal spending plans (FS-10s) for the following grants – 21st CCLC, EMPIRE, School Initiative Grant, Community School Grant, Title IV, and other revenue sources;
  • Monitors and tracks contract expenditures, providing financial reports and analysis to OCS leadership and team members related to contract budgets and spending;
  • Manages allocation of reimbursable funds in the NYCPS’s Grant Tracking System and District locations in Galaxy; collaborates with Grants Finance team;
  • Liaises with the New York State Education Department, Office of Children and Family Services, and other grantees to remain compliant on regulations;
  • Develops and monitors spending plans that meet all M/WBE requirements;
  • Acts as primary liaison with New York State on all grant funding;
  • Supports the Deputy Executive Director with maintaining fiscal databases related to OCS-funded programs;
  • Manages relationships with contracted providers to ensure the timely provision of high-quality services and payments to schools;
  • Manages the contract development process, working with the Division of Contracts and Purchasing (DCP) to develop MTACs and/or other contracting methods in alignment with NYCPS policy and procedures;
  • Collaborates with central OCS School Support team and DCP staff on all OCS contract actions, such as assignments, amendments, negotiated services and MTACs;
  • Attends Committee on Contracts, Sr. Leadership Contract and Panel for Education Policy meetings on behalf of OCS;
  • Supports leadership team in ensuring adherence to established NYCPS contracts and procurement policy and procedures;
  • Develops and implements training on contract procedures, technical assistance, and best practices for program managers and contracted provider staff;
  • Manages and updates the OCS Fiscal and Operations Manual.
  • Liaises with the Division of Equity, Inclusion & Belonging and NYC agencies on the M/WBE reporting and compliance requirements where applicable;
  • Manages and coordinates audits and provides support in responding to inquiries by oversight agencies, e.g., NYC Comptroller’s Office, NYS Education Department, OAG, etc.

Qualification Requirements

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

Preferred

  • Experience with NYCPS and City financial systems, including FAMIS, PASSPort and Cognos.
  • Experience managing staff.
  • Knowledge of Microsoft Office 365 applications.
  • Superior analytical project management skills, including planning, designing, documenting, follow-up, and problem-solving skills.

Salary: $126,054 - $136,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
