Position Summary
Reporting directly to the VP, Head of Contracts and Subcontracts, you will be tasked with organizing and leading the contracts and subcontracts function for assigned Business Units of the Electromagnetic and Cyber Group (EMCG) and providing strategic advice and insight to the EVP EMCG leader and the leaders of each EMCG Business Unit.
Additionally, this role will act as the Contract Operations lead responsible for direct collaboration with Head of Contracts and other contracts, LCC and Functional Leads to draft, implement and administer Contract Policies, Procedures, Contract Lifecycle Management and Retention of Contractual Documents
You will directly support the growth objectives of EMCG and its assigned Business Units, with a particular focus on integrating new and developing areas into a standardized approach to contracting with customers and suppliers. You will be responsible for negotiation of significant contracts and contract modifications for both US Domestic DoD as well as International Contracts, often under difficult conditions. You must be fully knowledgeable of all legal, business, financial, and long-term implications of prime and subcontract negotiation and administration. Developing positive relationships with current and future internal and external customers is imperative in this role. You also must have a comprehensive knowledge of the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and other agency procurement regulations, as well as requirements related to commercial transactions.
Role and Responsibilities
* Effectively build strong relationships with internal and external customers.
* Effectively team with the Legal, Compliance and Contracts Team and business leaders to achieve business goals and objectives.
* Participate in business strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, commercial/international financing assessments, etc.).
* Develop and streamline contracts-related processes and procedures to meet the pace of business needs.
* Administer complex contractual activities for U.S. Government, predominantly DoD, contracts as well as International Contracts.
* Identify and resolve contract issues, risk areas, and implications of emerging contractual issues.
* Prepare and/or review contracts, subcontracts, modifications, bids, and invoices for content and accuracy.
* Lead Business Unit negotiations for contract related issues with customers and subcontractors.
* Review contracts, modifications, bids, and invoices, and make key decisions. Lead company negotiation teams for large contract procurement activities and identify and resolve proposal issues and risk areas.
* Draft and negotiate agreements, such as teaming agreements, consulting agreements, non- disclosure agreements, proposals, purchase orders, contracts and subcontracts.
* Establish proper process and procedures for Contracts to act as the official conduit of communications with customer PCOs and for CU personnel to effectively communicate with their customers inside their respective PMOs within that framework.
Skills and Experience .

* Education: Bachelor's Degree in Business Administration, Finance, or related fields
* Experience: 5+ years of relevant experiences within Government, private industry, or combination of both with a focus on contract negotiations, placement, and management.
* Extensive knowledge of FAR, DFAR and other Agency Regulations. Working Knowledge of UCC and ITAR / EAR requirements. Familiarity with DCMA / DCAA. Full Contract Lifecycle Management.
* Experience with supplier/vendor contracts in context of aircraft/aerospace
* Experience working with export control and global trade compliance issues including ability to identify possible risks and when to bring in subject matter experts
* Experience working within a cross-functional geographically separated team environment while developing effective relationships based on respect and trust
* The ability to obtain and maintain a U.S. Government issued security clearance is required, U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
* Communication Skills: Strong interpersonal and communication skills, with the ability to build trust and credibility with stakeholders. Ability to clearly and succinctly communicate contract terms and requirements to business and customers.
* Experience with DoD Systems contracts of varying contract types (Firm Fixed, Cost, Cost Plus, etc.), and end customer (DoD, Foreign Military Sales)
* Collaborative Mindset: Ability to work effectively in a fast-paced complex environment, collaborating with multiple stakeholders across different teams and time zones.

Position Type and Expected Hours of Work
This is a full-time position with typical working hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours and work shifts may change in accordance with department and business needs. Exempt Employees must have the ability to be on-call and available, as business needs require. Non-Exempt employees may be required to work over 40 hours per week with approval from the department manager.
