Community Family Advocates Inc., headquartered in Pittsburgh, PA, has a Senior Business Systems Analyst position in Pittsburgh, PA responsible for conducting quality and outcome data analyses to unify and coordinate quality service provisions across the various program areas with which the Allegheny County Department of Human Services (DHS) interacts, such as public education, health, and criminal justice. Specific duties include: (i) supporting the development, design, and enhancement of DHS’ information systems, including the development and implementation of quality improvement strategies using IBM Blue Works Live, as well as the development and implementation of DHS research agendas; (ii) assisting in the development and design of research studies to evaluate human service programs administered by DHS (i.e., Behavioral Health, Intellectual Disability, Area Agency on Aging, Community Services and Children, and Youth and Families) and to implement quality improvement strategies; (iii) serving as the Product Owner for Master Provider Enterprise Repository (“MPER”) and action tracker applications and as a subject matter expert for technology related issues (including by analyzing and troubleshooting issues with technical leads and QA testers to ensure smooth defect resolution), while working closely with Development Teams throughout the Software Development Lifecycle (“SDLC”); (iv) providing technical guidance on the optimal data structure and system requirements to ensure that the data stored and retrieved from the systems meet the research and operational needs of DHS;(v) driving research studies, including by performing literature reviews, data collection, data cleaning, and data analysis services, identifying and obtaining secondary data sources, and gathering input from contracted providers, consumers, and DHS staff on appropriate standards by which to measure service delivery; (vi) researching, planning, recommending, and implementing dashboards and data visualizations in Tableau to meet the stakeholders’ business requirements and developing key performance indicators (“KPIs”) and other programs to track performance and provide visibility to key stakeholders on projects and programs, including by working with key stakeholders to define key performance measures and drive analytics; (vii) preparing and presenting research reports describing the methodology, findings, and recommendations of completed studies; (viii) processing and analyzing quantitative and qualitative data to support the daily operational data needs of DHS; and (ix) leading sprint sessions, documenting sprint artifacts to inform future development work and enhancements, and creating, prioritizing, and accepting user stories and incorporates same into release planning.
Must have a bachelor’s degree (or foreign equivalent) in Computer Science, Information Technology Management, Data Science, Statistics, or a related field plus five (5) years of experience in the Data Analytics field.
Experience must include five (5) years with each of the following: (i) Master Provider Enterprise Repository (MPER); (ii) Executive Action and Contract workflows in Action Tracker; (iii) mapping out business processes in IBM Blue Works Live; and (iv) developing, maintaining, and managing Tableau driven dashboards and analytics. Experience can be concurrent.
Must know (from any completed university-level coursework, seminars, workshops, or real-world, hands-on experience): (i) Tableau administration/architecture; (ii) SDLC and ITIL processes; and (iii) Microsoft suite and analytics tools. Apply at: www.cfapgh.org/careers.
