OVERVIEW

The Information Technology (IT) office is accepting applications for two dynamic and high-impact Senior Business Systems Analysts to join our Enterprise Services Project Management Office (PMO), Committee & Communications unit—a collaborative team supporting IT governance committees, strategic communications, and project and portfolio management for the Judicial Council’s IT organization. These roles play a key part in advancing statewide technology initiatives and fostering clear, effective communications.


The two positions—Information Technology Advisory Committee (ITAC) Lead Staff and IT Content Strategy Lead—each have a primary area of focus, but both are part of a larger, integrated team that supports multiple committees and communications efforts. Cross-training is built into the structure to ensure knowledge sharing, consistency, and the ability to flexibly support a range of functions across the team for shared success.


  • ITAC Lead Staff: Serves as lead staff to ITAC, a major statewide IT advisory body, and its subgroups. This role supports judicial chairs and IT leadership in achieving strategic goals by coordinating substantive meetings, collaborating with members, and advising on governance processes. The role also prepares official reports, analyzes input to inform policy and program recommendations, and guides staff on effective committee engagement.


  • IT Content Strategy Lead: Functions as an IT communications lead and subject matter expert, translating technical information into clear, compelling reports and presentations for diverse audiences. This role develops and coordinates key messaging for IT leadership, creates or edits high-impact deliverables (PowerPoint presentations, web content, and data-driven reports), and ensures proper review, quality, and publication.


Both positions will liaise between IT leadership and stakeholders such as courts and other agency offices; and work independently as a project manager to deliver special projects.


The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.


By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, with additional in person days for committee meetings, training, or conferences, and at the discretion of office leadership. Candidates must also reside in the areas surrounding these office locations.


RESPONSIBILITIES


As ITAC Lead Staff

  • Serve as lead staff to ITAC and other council technology committees/workstreams, as assigned.
  • Coordinate all aspects of committee meetings, including scheduling, agenda development, minutes, presenter coordination, and materials review.
  • Support ITAC's alignment with its annual workplan and strategic goals.
  • Guide the execution of all committee workstreams and subcommittees.
  • Manage committee calendars to ensure member availability and adherence to deadlines.
  • Communicate on behalf of committee chairs with members and relevant stakeholders.
  • Research and analyze policy issues, proposals, and feedback to support informed decision-making.
  • Develop and edit final reports and presentations for publication.
  • Oversee proposal review and approval processes, ensuring coordination with leadership, partner offices, and internal/external stakeholders.
  • Execute committee processes such as member nominations, email actions, public comment, and new member orientations.
  • Maintain well-organized repositories for committee materials, processes, and published content.


As Content Strategy Lead

  • Manage communications and activities to assist the technology committees and IT office achieve its objectives.
  • Create or edit copy to produce compelling presentations, reports, and other communications.
  • Develop and implement communications strategies in collaboration with IT leadership.
  • Manage communications calendars to ensure timeliness of messaging across the IT organization
  • Apply rigorous quality assurance standards across all deliverables.
  • Lead or support business analysis, surveys, and stakeholder feedback initiatives to improve communication practices.
  • Develop and deliver documentation, templates, and training to guide staff on protocols and review processes.
  • Maintain well-organized documentation repositories and reinforce communication protocols through a Center of Excellence.


Other Duties and Responsibilities:

  • Manage special projects from initiation through closure, including of branch wide webinars, events, technology summits, and IT all staffs.
  • Guide and collaborate with assigned subcommittees and workstreams, serving as project manager, analyst, or subject matter expert, as needed.
  • Crosstrain and serve as the backup lead/project manager to PMO activities.
  • Attend staff meetings and prepare/attend for one-on-ones – bi-weekly
  • Ensure program content is maintained on the public website and branch extranet (Judicial Resources Network) – monthly
  • Attend training as deemed appropriate for assigned work and as required by California Rule of Court (CRC) 10.491
  • Respond to public information and public comment requests under CRC 10.500 – monthly
  • Provide assistance/backup for meeting management/support (e.g., Webinars via Teams or Zoom, conference rooms, etc.) – monthly


MINIMUM QUALIFICATIONS

Bachelor’s degree, and five (5) years of experience providing technical and business process

support, analysis, or project management for systems/applications.


Possession of a bachelor’s degree in a directly related field such as computer science, management

information systems, etc., may be substituted for one of the years of required experience. An

additional four years of professional experience as noted above may substitute for the bachelor’s

degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.


OR


One year as a Business Systems Analyst with the Judicial Council of California or one year of

experience performing the duties of a class comparable in the level of responsibility to that of a

Business Systems Analyst in a California Superior Court or California state-level government entity.
