Summary

Kesarev is the leading independent public affairs and government relations consultancy focused on complex markets across the Eurasian Economic Union (EAEU) and beyond. We advise multinational companies on how to navigate fast-changing regulatory environments and geopolitical risk. We are seeking an experienced Senior Business Development Manager to lead client acquisition efforts in our Berlin office. This is a key strategic hire for our growing European presence.


Your role:

  • Identify and engage companies across Europe with strategic interests in EAEU markets and adjacent jurisdictions.
  • Leverage your existing network to introduce Kesarev to senior decision-makers (General Counsel, Government Affairs, Risk, Strategy).
  • Work closely with internal experts to position tailored advisory offerings to prospective clients.
  • Take full ownership of the business development cycle — from targeting and approach to relationship management.


You are someone who:

  • Has at least 7–10 years of experience in business development within professional services — such as public affairs, legal advisory, or consulting — with a proven track record of acquiring and managing client relationships.
  • Brings an established network in Germany and/or across the EU — especially among companies operating in emerging or frontier markets.
  • Understands the sensitivities of cross-border compliance, policy risk and investment in regulated environments.
  • Communicates fluently in English; German and/or Russian are highly desirable.
  • Operates with discretion, professionalism, and a high degree of independence.
  • Combines strong networks in Europe with hands-on experience in Eurasian markets and a nuanced understanding of their evolving business climate.
