Summary

Position Overview

The Senior Asset Development Manager is a strategic leadership role responsible for the planning, protection, and optimization of district-wide real estate and facility assets. This position oversees complex planning efforts, including multi-billion-dollar construction programs, and collaborates closely with internal and external stakeholders to ensure long-term value, flexible use, and compliance with regulatory requirements for all district properties.

Key Duties And Responsibilities

Strategic Asset and Facility Planning

  • Establishes financial and structural planning frameworks, including assumptions and formulas, to support large-scale school construction initiatives.
  • Oversees both master planning architects and internal planning teams, ensuring alignment with board directives and actionable program instructions.
  • Protects and enhances the long-term value and usability of real estate and facility assets across the district.

Program Development and Environmental Coordination

  • Coordinates with the Office of Environmental Health and Safety (OEHS) and other agencies to secure California Environmental Quality Act (CEQA) and environmental clearances.
  • Formulates strategic initiatives that promote adaptable use of district assets to meet evolving educational and operational needs.
  • Directs efforts toward high-impact, high-priority projects, balancing risk, benefits, and available resources for the Facilities Services Division.

Data-Driven Planning and Funding Oversight

  • Leads complex survey efforts to evaluate educational properties, assessing current use, physical attributes, and potential for future development.
  • Develops recommendations for allocating anticipated funds that support future project pipelines.
  • Oversees the creation of strategic project priority lists and phased implementation plans that align with educational programming and master plans.

Minimum Qualifications

Required Experience

  • 20 years of full-time professional experience in planning and developing public agency, educational, or institutional facilities.
  • 5 years managing complex survey activities of educational properties to inform current and future facilities planning.
  • 5 years overseeing financial planning for anticipated funding allocations to enable future capital projects.
  • 5 years managing project prioritization and phasing in alignment with educational goals and master planning.

Required Education

  • Bachelor’s degree in Architecture, Engineering, or Construction Management from a recognized college or university.
  • Additional coursework in business administration, public relations, school finance, personnel management, educational facilities planning, or related fields is preferred.

Experience

Preferred Qualifications

  • Experience with Building Information Modeling (BIM) systems.
  • Familiarity with LEED and/or Collaborative for High Performance Schools (CHPS) project standards.
  • Knowledge of Division of the State Architect (DSA) processes.
  • Background in construction management.

Licenses and Certifications

  • Valid Certificate of Registration as an Architect (California State Architectural Board) or Professional Engineer (California State Board).
  • Certified Construction Manager (CCM) – Construction Manager Certification Institute (CMCI).
  • LEED Professional Accreditation is highly desirable.
