Job Summary

The Senior Asset Development Manager leads the planning and strategic development of LAUSD's multibillion-dollar school construction and facilities program. This role involves oversees architects and internal staff, aligning real estate assets with long-term educational goals, and coordinating with environmental and regulatory agencies for project compliance. The position ensures effective prioritization of high-impact projects and formulates adaptive use strategies for district assets.

Supervisory Responsibilities

  • Oversees planning and master planning architects, including both external consultants and in-house staff.
  • Directs work priorities, resource allocation, and risk management efforts across multiple large-scale capital projects.
  • Coordinates cross-functional collaboration with departments such as the Office of Environmental Health and Safety (OEHS), Construction Management, and Real Estate.
  • Translates Board policy into clear, actionable instructions for staff, ensuring alignment with district goals.

Key Responsibilities

  • Establishes the structures, formulae, and assumptions necessary to plan for multibillion school construction
  • Manages and oversees planning and master planning architects and in-house staff Works with Board staff to translate policy direction into actionable staff instructions
  • Coordinates with the Office of Environmental, Health and Safety (OEHS) for California Environmental Quality Act (CEQA) and other agency environmental clearances
  • Protects the long- term asset values and uses of district real estate and other assets Formulates strategies that increase the flexible use of district assets
  • Regulates appropriate resources and energy toward high priority, high risk, high benefit projects for the Facilities Services Division of the Los Angeles Unified School District
  • Performs other duties as assigned

Required Skills/Abilities

  • Expertise in strategic facilities planning and asset development for large public or institutional systems.
  • Strong knowledge of school construction planning, master planning, and capital improvement programming.
  • Ability to formulate and apply complex funding allocation strategies aligned with educational and operational goals.
  • Demonstrated ability to lead multi-disciplinary teams, including architects, planners, and support staff.
  • Experience translating high-level policy into operational plans and staff instructions.
  • Skilled in prioritizing high-impact, high-risk projects and allocating resources accordingly.
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with senior leadership, regulatory agencies, and community stakeholders.
  • Ability to present complex data and planning strategies clearly to diverse audiences, including the Board of Education.
  • High-level analytical thinking to assess long-term value and risk related to real estate and facilities assets.
  • Proficient in evaluating physical and functional attributes of educational properties for future use.

Education And Experience

Required Experience:

  • Twenty (20) years full-time paid professional experience in planning and development of public agencies, educational or institutional facilities
  • Five years’ experience overseeing complex survey activities of educational properties for physical attributes and current and possible future facilities uses
  • Five years overseeing development of recommendations for allocation of anticipated funds that will enable future projects to be developed and undertaken
  • Five years overseeing recommendations for future projects priority lists and phasing that supports educational master plans/educational programming

Required Education

  • Graduation from a recognized college or university with a bachelor’s degree in engineering, architecture, or construction management
  • Additional courses in business administration, public relations, accounting, school finance, personnel management, educational facilities planning, and communication are preferred

Preferred Experience

  • Experience utilizing Building Information Modeling (BIM)
  • Experience with LEED and/or Collaborative for High Performance Schools (CHPS) projects
  • Experience with the Division of the State Architect (DSA) construction/design processes
  • Experience with construction management

Preferred Licenses And Certifications

  • A valid Certificate of Registration as an Architect by the California State Architectural Board or Professional Engineer by the State Board for Professional Engineers and Land Surveyors A valid
  • Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI)
  • LEED Professional Accreditation

Working Conditions

This position is 100% on-site in our client’s office location; work schedule to be determined by supervisor. The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is frequently required to move about the inside and outside of the location to access office equipment, etc. The person in this position frequently communicates with employees and must be able to exchange accurate information in these situations. Constantly operates a computer and other office machinery, such as a computer, copy machine, etc.
