Role: Senior Application Programmer (GIS)

location: MANDALUYONG

job type: Seven (7) months, subject for extension

work setup: Hybrid, (requiring employees to report onsite three times a week)

About the Role:

The GIS Application Programmer will support the GIS Operations Team and other departments in scoping, designing, programming and deploying Web-GIS applications fthat build on and integrate seamlessly with ADB's Spatial Data Infrastructure (SDI) / Enterprise GIS.

Scope of Work/Responsibilities

1. Under the supervision of the Senior GIS Specialist,, to identify their needs for customized Web-GIS applications,
2. Familiarize with the ADB Spatial Data Infrastructure, both in ITD as well as map-enabled business apps like CDIH, CCDRMS, MATALAS, etc.,
3. In collaboration with the GIS Server Manager and Administrator, identify the technical and security requirements for developing Web-GIS applications or plugins,
4. Ensure proper hand-over / migration of Web-GIS Apps developed by consultant teams under ADB departments and projects not under ITD, and (co)-maintain the Apps on a regular basis once launched
5. Program new Web-GIS applications as per user demand, incl. user review, development of wireframes, work and budget planning for development and maintenance phases, perform UI/UX and security testing, etc.
6. Deploy applications and perform regular maintenance (bug fixing, backup, software/code updates/upgrades),
7. Any other task ITD GIS considers necessary.

Deliverables and Dates

• Scoping Report: Document detailing in Web-GIS applications to support project / investment planning, implementation and monitoring.
• Web-GIS Applications: as discussed with GIS Operation Teams manager and consultants, and other ADB teams developing map-enabled apps.

Requirement and Qualification (Education & Work Experience)

• University degree in computer science / IT or related field,
• At least 10 years’ experience in developing and successfully deploying map-enabled / WebGIS client applications,
• Technical skills: HTML & CSS, JavaScript/Angular JS, Leaflet, Python, R, C#, SQL/NonSQL Database, REST API, Web Architecture, NPM, Information Security & Privacy
• Working knowledge of the IT environment / technology, and related security regulations and guidelines,
• Fluent written and spoken English,
• Strong verbal and written communication skills.
