Description Of Duties/Essential Functions
Under general direction serves as a Compliance & Monitoring Coordinator for assigned areas of the Business Enterprise Program (BEP) to ensure that agencies actively consider BEP certified businesses when issuing bids/proposals or when entering into contracts, and that prime contractors subcontract to BEP certified businesses. Audits progress of prime contractors in meeting contract requirements toward BEP goals; develops and prepares reports on the attainment of participation goals. Conducts prime contractor site visits to investigate and monitor subcontracting utilization requirements. Identifies and sets participation goals for prime contractors for assigned areas; attends pre-bid conferences statewide; interprets and explains bids/proposal processes and utilization plan policies and procedures. Reviews requests for proposals for compliance with BEP rules and regulations. Meets with participating state agencies and universities to assist them in the development and submittal of Compliance Plans that meet statutory requirements of contracting with BEP firms. Develops progress for management regarding spending and goal attainment for assigned agencies. Travels to attend conferences statewide.
Minimum Requirements
Requires the knowledge, skill and mental development equivalent to completion of four years of college in business or public administration. Requires one year of responsible administrative experience in a public or business organization. Requires extensive knowledge of the principles and practices of public and business administration. Requires the ability to develop and manage a small agency program function. Requires that ability to analyze administrative problems and adopt an effective course of action. Requires ability to develop, implement and evaluate new and revised methods, procedures and performance standards. Requires the ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures. Requires the ability to develop and maintain cooperative working relationships. Requires ability to perform research and compile statistical information, and to develop and maintain comprehensive reports. Requires ability to use PC applications such as word processing, spreadsheet and database applications in the development of reports, and in the monitoring and tracking of various aspects of the Program. Requires and appropriate, valid drivers license and the ability to travel statewide
