Brief overview

On behalf of our customers, Airswift is currently recruiting for a SCM Package Engineer to be based in Louveciennes on a 10-12 month contract. The position includes short-term travel in France and abroad to production sites and suppliers. The SCM Package Engineer will work within a multidisciplinary project team, contributing to the technical execution, financial management, and scheduling of assigned packages, while ensuring compliance with Quality and HSE standards. The role spans from the preparation of calls for tenders to the delivery of materials to the client’s site in France.

Mission Objectives:

The SCM Package Engineer will handle packages with long procurement lead times, including carbon steel tubes, forged parts, welded assemblies, and instrumentation. Responsibilities include:

Understanding Technical Documentation:

  • Familiarise with technical documents required for launching calls for tenders (specifications, technical data sheets, technical requisitions).
  • Understand SCM processes for initiating tenders, placing orders, and tracking orders.
  • Coordinate with engineering, quality, and occupational health and safety teams to prepare applicable documentation, ensuring adherence to planning objectives.

Preparation, Launch, and Monitoring of Calls for Tenders:

  • Prepare and draft tender documents (NDA, RFQ, technical documentation) and send to potential suppliers recommended by the SCM department.
  • Conduct technical (with support from the Project Engineer) and commercial analysis of offers, managing technical and commercial clarifications.
  • Lead technical (TBE) and commercial (CBE) evaluations of offers and prepare decision-making support materials.
  • Place orders.

Order Monitoring:

  • Lead critical reviews with suppliers: kick-off meetings, pre-production meetings, close-out meetings, and feedback sessions.
  • Monitor supplier progress through regular meetings and provide updates to the Project Procurement Manager.
  • Oversee supplier document reviews, coordinating with project disciplines for validation of engineering, quality, and HSE documents.
  • Initiate notifications and participate in inspection points; engage third-party inspection services as needed.
  • Communicate with the QC Package Engineer regarding any supplier non-conformities.
  • Inform the HSE Package Engineer of any environmental, health, or safety incidents at supplier sites.
  • Evaluate suppliers upon order completion.
  • Manage any order modification requests initiated by client or suppliers.

Maintain the Project Procurement Report (PPR):

  • Update the PPR for all assigned procurement packages before and after order placement.

Assist the Project Controls Lead:

  • Regularly update cost and schedule information for assigned procurement packages.

Reporting Line:

The SCM Package Engineer reports operationally to the Project Procurement Manager and functionally to the SCM Director.

Technical Skills:

  • Engineering degree required, preferably with a specialization in mechanics/materials.
  • Minimum of 10 years' experience in a role covering the full scope of procurement engineering (pre- and post-order, including on-site manufacturing follow-up) in the Oil & Gas sector.
  • Knowledge of industry technical standards (EPC in Oil & Gas) and procurement, including Quality, Health, Safety, and Environmental standards.
  • Familiarity with metallurgy and boiler-making sectors.
  • Fluent in English and French; all documentation will be written exclusively in English.
  • Valid driver's license (Category B) held for over 5 years.

Qualifications & Requirements:

  • Qualification: Master’s degree in engineering, with specialization in subsea pipeline/risers.
  • Experience in Oil & Gas deepwater projects, as Installation Engineer, onshore and offshore.
  • Knowledge of Referential, as well relevant codes and standards.
  • Good communication skills, dynamism, high motivation, ability to convince, organized, leadership and ability to put issues into perspective Ability to work on projects in a complex and multicultural environment.
  • Fluent French – Good written (including report writing) and verbal communication.
