In this dynamic role, you will be an active participant in the process of building rail schedules to support both typical daily operations and adjustments of service in conjunction with ongoing system renewal efforts to acquire, maintain, and integrate critical transit data across our planning and scheduling systems. Together with the Manager of Rail Scheduling, the selected candidate will work in varying capacities with nearly a dozen professionals to support and develop service schedules to effectively and efficiently carry hundreds of thousands of Metro riders daily. You will utilize specifications to plan, build, review and/or report on service schedule builds for the Metro Rail System, using analytical tools combined with the HASTUS transit scheduling software application. As a part of Metro¿s broader Planning and Performance team, you will have many opportunities to collaborate with and learn from other like-minded transit analysts. ¿

Minimum Qualifications:
Education
- Bachelor¿s degree in Transportation Planning, Engineering, or related field.
- In lieu of a bachelor¿s degree, a high school diploma or GED and four (4) years of experience in system development, database administration or operation analysis in a transportation operations related field; and experience in performing logistics, schedule building or run cutting work using computerized scheduling application system(s).
Experience
- A minimum of six (6) years¿ experience in system development, database administration or operation analysis in a transportation operations related field; and experience in performing logistics, schedule building or run cutting work using computerized scheduling application system(s)
Certification/Licensure
Preferred
- Education to include Statistical Analysis as a field of study

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Job Summary:
The Schedule Analyst is responsible for developing rail operation schedules data analysis and schedules analysis tools, conducting rail operation efficiency analysis and effectively coordinating the schedule building activities for the preparation of regular or special rail operation schedules. The incumbent oversees all levels of rail scheduling functions and creates a balance between quality of schedules, vehicle blocks, driver duty assignments, and management objectives. The Schedule Analyst further reviews and analyzes past and current operational data with the objective to improving future schedules.
Essential Functions
- Develops and maintains working relations with Rail Transportation District(s), to collect and disseminate information used to enhance rail schedules and transportation operational efficiencies. Accountability includes distributing rail assignments within the division to Intermodal Strategic Planning (IPLN), Rail Car Maintenance (CMNT), and the Office of Rail Transportation (RTRA).
- Reviews quality of schedules by analyzing operational data available in database systems, as implemented by the Washington Metropolitan Area Transit Authority (WMATA), provides feedback for improving future schedules, and extracts relevant scheduling data from the database for assessing and monitoring scheduling quality consistency.
- Applies available software applications for conducting schedule efficiency analysis and provide schedule statistical and cost reports, and maintains good knowledge of scheduling industry best practices, as applicable to rail transit operations scheduling to ensure continuity of operations.
- Keeps up-to-date with new scheduling tools and capabilities as and when they become available by system upgrades. Trains schedulers in implementation of new features and capabilities, and creates special operations schedules (i.e., bus bridges or single tracking) to accommodate any deviation of services.
- Assists management in union negotiations by conducting ¿what if¿ analysis with respect to union work rules and other operational practices.
- In compliance with WMATA¿s goals of fiscal responsibility, makes recommendations, and provides relevant analysis, feedback, and software upgrade training to schedulers for meeting management goals of reducing operational costs without sacrificing quality of service
