Salary $12,673   -  $16,308  -  $18,753 per month + benefits    (Min)   (Reference Pt.)   (Max) Appointments are typically made between the minimum and reference point, depending on qualifications.   The Department The Public Works Department is comprised of 208 full-time positions and provides services to Torrance residents, businesses, and other City departments via six (6) Divisions: Administration; Engineering; Sanitation; Streetscape; Street Operations; and Water Operations.  The Department is responsible for: customer service and funding management; civil and traffic engineering; refuse and recycling; sewer and wastewater systems; street sweeping; city trees and landscaping; traffic signals; street maintenance; and potable water quality and distribution. The Department also oversees the Traffic Commission and Water Commission The Position Under the general direction of the Deputy Public Works Director - Operations, the Public Works Department is excited to invite applications for a highly skilled professional to lead the City's Sanitation Division. This is a unique opportunity to play a pivotal role in managing one of the most critical components of the City's infrastructure and operations, ensuring the seamless delivery of essential services that directly impact the community's quality of life and health. The selected candidate will oversee the Sanitation Division, which includes: solid waste collection for approximately 29,500 single family residences, including some duplex and small multi-unit complexes; weekly street sweeping; and the maintenance and conveyance of the City's 287 miles of sewer lines, including 9 sewer lift stations and stormwater infrastructure (approximately 50 miles of pipe and 1,800 catch basins). This critical leadership role will require a strong strategic mindset and the ability to oversee day-to-day operations while continuously seeking opportunities for innovation, sustainability, and enhanced service delivery. The Sanitation Services Manager provides direct supervision to three (3) Public Works Supervisors and one (1) Policy and Resources Specialist, while overseeing a dedicated team of 59 team members across the Refuse and Wastewater Sections. You will be responsible for the strategic planning, coordination, and oversight of core sanitation services, ensuring compliance with local, state, and federal regulations, and contributing to the City's sustainability goals. Duties also include developing and overseeing the Division's $25M operating budget. A key aspect of this role involves high-level communication and analytical skills, including the ability to develop and present comprehensive reports, strategic proposals, and updates to City Council, elected officials, and the broader community on a wide range of sanitation-related matters. Key Division Initiatives * Maintain a high level of customer service * Complete route optimization analysis for solid waste collection routes and street sweeping routes * Continued implementation of SB 1383 programs Citywide * Maintain a proactive response to citywide illegal dumping activity and related enforcement  * Electrification of Sanitation Division Fleet to comply with Advanced Clean Fleet policiesAny combination of education and experience that provides the required knowledge, skills and abilities is qualifying. A typical way of obtaining the necessary knowledge, skills and abilities is:  High school graduation equivalency; seven (7) years of progressively responsible public works experience, which includes three (3) years in the collection and disposal of solid waste and recyclables, and at least two (2) years of management or supervisory experience. Possession of a valid California Class C driver's license.  In addition to the minimum qualifications, the ideal candidate will possess the following: * Problem-solving and decision-making skills. * Ability to manage and motivate a diverse team of professionals, promoting a collaborative and high-performance work environment. * Ability to communicate through a complex multi-level organization. Ability to build strong relationships with external partners, including regulatory bodies and vendors. * Demonstrate confidence and professionalism in public speaking, particularly in presenting to City Council and responding to questions from elected officials. * In-depth knowledge of AB939, AB 341, AB 1826, SB1383, and SB 54. * Knowledge of solid waste collection and waste reduction, street sweeping operations, and sewer/storm water operations. * Ability to promote a safe work environment across all sections.
