Lead the development, implementation, and continuous improvement of airside safety standards, operational procedures, audits, and technical inspections across all Airport Development Group Airport assets. Ensure compliance with relevant regulatory obligations and internal safety requirements.

Oversee the ADG Emergency Exercise program, including associated regulated activities for terminal and airside operations. Serve as the Safety Officer for the Aerodrome Safety Management System (SMS), responsible for maintaining, enhancing and aligning SMS with Civil Aviation Safety Authority (CASA) and International Civil Aviation Organisation (ICAO) regulatory frameworks.

Operations

  • Ensure all airside activities, infrastructure and developments comply with CASA standards. Act as the primary point of contact for CASA regulatory engagement and oversight.
  • Act as the Aerodrome Manual Controller, responsible for maintaining and updating the Aerodrome Manual in accordance with Civil Aviation Safety Regulation (CASR) Part 139.
  • Serve as the Aerodrome Emergency Committee (AEC) Chair and lead the maintenance and development of the Aerodrome Emergency Plan (AEP), Terminal Emergency Plan (TEP) and relevant sub-plans.
  • Coordinate and deliver regular exercises to test the effectiveness of the Operations Crisis Management capability.
  • Manage Aerodrome Technical Inspections schedule in accordance with the Aerodrome Operations Manual (AOM).
  • Manage the Airport Development Group Drug and Alcohol Management Plan (DAMP) and perform duties as the designated DAMP Officer.
  • Fulfill the role of Aerodrome Safety Management System (SMS) Safety Officer maintaining and developing the Aerodrome SMS in compliance with CASA requirements.
  • Chair the SMS Safety Committee and promote a strong safety culture across all ADG airport’s operations.
  • Participate in the ADG’s WHS Committee, contributing to health and safety initiatives and workplace standards.
  • Ensure the consistent application of civil standards to Defence related activities and Joint User works.
  • Manage the Off Airport and On Airport Planning and Development application process. Liaise with Federal and Territory authorities as required, ensuring all applications are dealt with in accordance with the Airports (Control of Prescribed Airspace) Regulations.
  • Provide input to the Corporate Risk Program.
  • Assist Airside Manager in the investigation of airside incidents.
  • Develop and as required assist with the delivery of training packages including as DAMP awareness and Safety Induction programs.
  • Develop and maintain relationships with authorities, airlines and operators.

CASA

  • This position is a SSAA (Safety Sensitive Aviation Activity).

Safety & Compliance

  • Identify, assess, and manage risk through application of ADG Risk Management Framework.
  • Promote and embed a proactive, sustainable safety culture by leading initiatives that support safety-first behaviours across all operational areas.
  • Conduct or support internal audits, safety inspections, and incident investigations, ensuring outcomes are actioned, documented, and integrated into continuous improvement plans.
  • Collaborate with internal and external stakeholders to identify safety trends, share learnings, and drive operational improvements that reduce risk and enhance regulatory compliance.
  • Contribute to the development and delivery of training, awareness campaigns, and communication strategies that strengthen safety and environmental performance across ADG airports.

Essential Selection Criteria

  • Strong knowledge of relevant Australian and international aviation legislation and regulatory frameworks, including CASA, Department of Defence, Department of Health, and Department of Infrastructure requirements
  • Extensive experience applying aviation safety management systems, regulatory standards, and risk management principles in complex operational environments.
  • Demonstrated leadership with the ability to influence safety culture and drive compliance across diverse stakeholder groups.
  • Proven capability in emergency management, including the design and delivery of exercises and training programs.
  • Effective decision-making under pressure and in time-critical scenarios, with a track record of measurable safety and compliance improvements.
  • Possession or ability to obtain all necessary licences and clearances, including NT driver’s licence, Airside Driving Authority (Category IV), Aviation Security Identification Card (ASIC), CASA Reporting Officer status, and CASA DAMP Supervisor qualification.
