This class within the department is to review, process, approve, inspect and enforce right of way permits and work performed within the public right of way. Provides oversight to land development, public and private utility construction, and the City’s capital improvement projects. This class develops and recommends implementation of policies relating to management, quality control, standards of conformance, construction administration, and fiscal control. Duties and ResponsibilitiesThe functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary. Other duties as specified. Works under supervision of City Engineer. Essential Functions: Reviews, processes, approves, inspects, and enforces right of way permits; Inspects and enforces traffic control set up within the right of way; Coordinates and assists with the administration and review of land development and construction projects;Drafts, implements, reviews, and responds to various documents, ordinances, and emails;Documents, tracks, and maintains files through digital records management system; Attends new construction and pre-construction meetings for City project and events (public and private); Monitors city right of way for abandoned or unsafe utility assets or work performed within a permit;Creating and maintaining database(s);Creating applications to support field data collection;Additional Duties: Other duties as specified and/or assigned;Provides internal and external customer service and technical assistance;Maintains company issued equipment. Coordinates and assist with Asset Management Program, utilizing GIS, to update and reconcile City assets from private and public development. Ensure Quality Assurance and Quality Control for all permitted infrastructure improvements constructed within public right of way. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.Equipment Usage: Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.Handles or uses computer software, office equipment or work aids involving little or no latitude for judgment regarding attainment of a standard or in selecting appropriate items.Impact of Errors: Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.The impact of errors is moderately serious – affects work unit and may affect other units or citizens.Unavoidable Hazards: Bright/dim light; dusts and pollen extreme heat and/or cold; wet or humid conditions; extreme noise levels, animals/wildlife traffic; moving machinery; small entry spaces.
