The mission of the Department of Military is to provide a professional staff of Arkansas State Employees who help maintain and improve the readiness of Arkansas National Guard units through effective fiscal management of State Resources, Human Resource Management, and quality administration of Arkansas National Guard Programs.

Summary

The Real Property Management Specialist is responsible for establishing and managing real property assets, and maintaining records of owned or leased real property, and coordinating changes in status of real property. This position is governed by state and federal laws and agency/institution policy.

Functions

Establishes and maintains manual and computerized real property record files of property value and usage according to state and federal regulations. Prepares and maintains all records of any changes to real property, such as addition of heating units, disposal of unnecessary buildings, and official changes in use of buildings to comply with National Guard documentation policies and procedures and to determine monetary value of real property assets. Conducts inventory and inspection of buildings and facilities to verify recorded acquisitions of real property installed equipment, such as heating units, and to ensure proper building maintenance. Maintains database on leases and licenses. Performs annual inspection of facilities and property at various locations. Performs other duties as assigned.

Knowledge, Skills And Abilities

Knowledge of the mechanical, electrical, and structural requirements in the construction and maintenance of buildings. Knowledge of real estate principles and practices. Knowledge of inventory control and records management procedures and practices. Ability to read and interpret safety rules. Ability to express ideas and concepts orally and in writing. Ability to perform basic mathematical computations. Ability to establish and maintain computerized files. Ability to read blueprints, schematics, and/or design specifications, and interpret findings. Ability to appraise property and to review and monitor contracts. Ability to analyze various forms of written material, conduct on-site inspections and investigations, and recommend solutions and/or improvements.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in engineering technology, real estate, architecture, or a related field; plus one year of experience in construction, real estate, facility management, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
