Job Purpose
Serve as the main contractor’s Quantity Surveyor for high-profile, large-scale projects, including PIF (Public Investment Fund) mega projects. The role focuses on protecting the company's financial interests through contract analysis, cost estimation, payment management, and claims handling related to MEP (Mechanical, Electrical & Plumbing) works.
Key Responsibilities
Contract Management
- Prepare payment terms in subcontracts, purchase orders, and service agreements.
- Ensure adherence to contractual terms and project milestones in coordination with project teams.
- Draft variation/change proposals and participate in risk and cost-impact assessments.
Dispute Resolution & Claims
- Oversee vendor payment processes until final retention release as per contract.
- Prepare, submit, and negotiate claims (EOT, disruptions, additional payments, etc.).
Financial Control & Reporting
- Prepare interim payment applications for main and subcontractors.
- Perform quantity take-offs for accurate material and cost estimation.
- Generate financial reports, claims logs, and CVR (Cost Value Reconciliation) reports.
Cost Estimating & Value Engineering
- Interpret drawings/specs and prepare cost estimates for labor, material, machinery, and overhead.
- Apply international measurement methods (POMI, NRM, RSMeans).
- Contribute to value engineering activities for cost optimization without compromising quality.
Tools & Technology
- Proficient in AutoCAD and Excel.
- Familiar with Revit and BIM tools for quantity extraction and visualization.
Qualifications & Experience
- Education: Bachelor's degree in Mechanical or Electrical Engineering.
- Experience: Minimum 5 years, with at least 3 years in contracts and commercial management. Experience as a main contractor is essential.
- Solid knowledge of international methods of measurement.
- Understanding of FIDIC contracts is an advantage.
- Strong grasp of MEP system quantification and costing.
- Fluent in English.
