Position Summary:
The Eisner Health Quality Operations Director is a strategic leader responsible for overseeing and advancing Eisner Health’s organization-wide quality improvement (QI) initiatives and health information systems. Reporting to the Chief Operating Officer (COO), this individual will guide a large, multidisciplinary team focused on quality, reporting, analytics, application support, and the optimization of Eisner’s electronic health record (EHR) and other core systems.
This role will oversee a team and ensure that Eisner meets and exceeds quality and compliance benchmarks, while also promoting a culture of continuous improvement across medical, behavioral health, dental, and administrative services. This individual will lead efforts in data-driven decision-making, regulatory reporting, performance improvement projects, and accreditation readiness—including Patient-Centered Medical Home (PCMH), HRSA requirements, UDS reporting, and payer quality metrics. The Director will also oversee Eisner’s health information technology (HIT) and data functions, enhancing organizational data capabilities to support clinical operations, regulatory compliance, and strategic decision-making. They will ensure data integrity, drive actionable insights, and optimize workflows across departments to improve care delivery and organizational performance.
The ideal candidate is an experienced and collaborative manager with a strong background in quality improvement and healthcare analytics, and a track record of leading high-performing teams and navigating cross-functional initiatives in complex healthcare settings.
Essential Duties:
Organizational Quality & Performance Strategy
- Lead the planning, implementation, and evaluation of Eisner’s Quality Improvement (QI) Program, including the annual QI work plan and strategic goals.
- Ensure alignment of QI priorities with organizational goals, regulatory requirements, and community needs.
- Ensure the implementation of QI/QA operating procedures and ensure QI/QA assessments are conducted.
- Monitor QI/QA outcomes and update QI/QA operating procedures, as needed.
- Collaborate with clinical and operational leaders to improve patient outcomes, safety, experience, and care delivery efficiency.
- Support Eisner’s PCMH recognition and other accreditation/compliance efforts.
- Assist with oversight and analysis of clinical peer review, incident tracking, and internal audits as needed.
Information Systems, Data Analytics & Reporting
- In collaboration with the Information Systems Supervisor, oversee the reporting and application support teams responsible for the EHR, data dashboards, and reporting solutions.
- Ensure data integrity, timeliness, and usability across clinical and operational reporting platforms.
- Provide strategic leadership in leveraging data for performance improvement, compliance, and grant reporting (e.g., UDS, LA Care, HEDIS).
- Drive innovation in the use of health information technology to improve quality and patient-centered care.
- Advocate for EHR optimization to improve clinical workflows and data collection.
Team Leadership & Cross-Departmental Collaboration
- Provide strong leadership, mentorship, and supervision to a diverse team, including a QI Manager, Empanelment Coordinator, PCMH Supervisor, and Information Systems Supervisor.
- Set clear team goals, performance benchmarks, and opportunities for professional development.
- Lead interdisciplinary improvement teams to foster collaboration and accountability across departments.
- Serve as a member of Eisner’s Quality Improvement and Corporate Compliance Committee.
Compliance, Training & Capacity Building
- Ensure Eisner remains in compliance with all relevant regulations and standards related to quality, including FTCA, HIPAA, HRSA, NCQA, and payer metrics.
- Partner with Compliance, Medical Leadership, and Risk Management to address clinical and operational quality issues.
- Develop and implement training programs to build staff capacity around QI methods, EHR use, and data literacy.

Requirements and Qualifications:
- Master’s degree in Public Health, Health Administration, Nursing, Social Work, or related field OR equivalent relevant experience.
- 7+ years of progressively responsible leadership in quality improvement or clinical operations in healthcare settings.
- 3+ years managing multidisciplinary teams in data, systems, or clinical quality functions.
- Experience working in FQHCs, community health centers, or similarly regulated healthcare environments strongly preferred.
- Demonstrated success with QI frameworks (e.g., PDSA, Lean, Six Sigma), performance improvement projects, and change management.
- Proficiency with EHR systems (e.g., AthenaOne) and data analytics tools (e.g., Relevant).
- Strategic analytic skills with a hands-on, collaborative leadership style.
- Excellent interpersonal, verbal, and written communication skills.
- Ability to use data to drive decision-making and clearly communicate findings and plans.
- Strong organizational and project management skills.
