Summary

Position Summary The Quality Control (QC) Manager is responsible for planning, implementing, and maintaining a comprehensive quality assurance and compliance program that ensures ATC operations meet Army, DoD, FAA, and ICAO standards. This role is critical to maintaining the operational integrity, safety, and regulatory compliance of air traffic control services in support of Army aviation missions. The QC Manager conducts evaluations, audits, trend analysis, and corrective actions to improve operational performance, reduce risk, and uphold safety standards. Key Responsibilities * Develop, implement, and manage the Air Traffic Services (ATS) Quality Control Program in accordance with Army Regulation 95-2 and applicable FAA/ICAO guidance. * Conduct scheduled and unscheduled evaluations of ATC personnel, procedures, facilities, and equipment to assess compliance and operational readiness. * Monitor and evaluate controller proficiency, certification currency, and adherence to standard operating procedures (SOPs). * Identify operational deficiencies or training shortfalls and coordinate with ATC leadership to implement corrective action plans. * Serve as the subject matter expert for audits, inspections (e.g., IG, FAA, or DoD), and external reviews. * Maintain documentation of evaluations, findings, recommendations, and remedial actions in a central quality assurance database. * Analyze operational trends and incident data to identify risk areas and recommend mitigation strategies. * Support Safety Management System (SMS) and Human Factors initiatives by integrating quality assurance data into broader risk management efforts. * Ensure that all ATC training programs comply with Army ATC Training Program requirements. * Advise ATC leadership on regulatory updates and emerging best practices. * Coordinate with unit aviation operations, airfield management, and base safety offices to ensure a unified approach to airfield and air traffic safety. Required Qualifications * Graduate of the Army Air Traffic Control School or equivalent FAA certification. * Minimum of 5 years of ATC experience, including at least 2 years in a quality assurance, standardization, or supervisory role. * In-depth knowledge of Army Regulation 95-2, FAA Orders (e.g., JO 7110.65), and applicable ICAO standards. * Certified evaluator or instructor controller preferred. * Proficient in using Army Air Traffic Control training and evaluation systems (e.g., TC 3-04.81, AR 95-2). * Ability to obtain and maintain a Secret security clearance. * Excellent written and verbal communication skills, with a strong attention to detail and documentation practices. Preferred Qualifications * Experience working in or managing an Army ATC facility (tower, airspace information center). * Prior experience with quality assurance or inspection duties at a military or FAA-regulated facility. * Knowledge of tactical ATC operations, expeditionary systems, and joint airspace integration. * Familiarity with Army Safety Program and mishap reporting procedures. Working Conditions * Hybrid: Home and Office environment with exposure to operational noise and stress. * May require shift work, extended duty hours. * Occasional travel for inspections, training, or professional development.
