Position: Proposal Manager - Security Guard and Patrol Services

Location: Fort Washington, MD (Onsite)

Duration: Fulltime, Permanent Hire

Overview

Client is a rapidly growing security guard and patrol services provider specializing in armed and unarmed security solutions for federal, state, and municipal government contracts, as well as private sector clients. We are seeking a highly skilled Proposal Manager to support our business development efforts by preparing well-crafted, compliant, and competitive proposals in response to government RFPs, RFQs, RFIs, and other solicitations. The Proposal Manager will play a critical role in helping the company secure new contracts and expand market presence by producing compelling, compliant, and strategic proposal content.

Key Responsibilities

Proposal Management & Coordination

  • Analyze RFPs, RFIs, and RFQs from federal, state, and municipal agencies to identify key requirements.
  • Collaborate with subject matter experts (SMEs), business development teams, and operations personnel to develop strong, competitive responses.
  • Work closely with graphic designers, pricing analysts, and compliance teams to ensure proposals are professionally formatted, cost-effective, and compliant.
  • Maintain proposal templates, past performance databases, and content libraries for efficiency in proposal development.

Proposal Writing & Development

  • Develop clear, concise, and compelling proposal content that effectively communicates the company's capabilities, experience, and value proposition.
  • Draft and edit executive summaries, technical approaches, staffing plans, past performance narratives, and management solutions.
  • Ensure all proposals align with solicitation requirements, evaluation criteria, and federal acquisition regulations (FAR, DFARS, etc.)

Research & Content Development

  • Conduct research on federal security industry trends, competitor analysis, and best practices to enhance proposal quality.
  • Develop and refine win themes, differentiators, and persuasive narratives that align with customer priorities and evaluation criteria.
  • Incorporate key statistics, case studies, and innovative security solutions into proposal responses to strengthen technical and management approaches.

Compliance & Quality Control

  • Ensure all proposals adhere to agency-specific formatting, compliance, and submission guidelines (GSA, DHS, DoD, FPS, TSA, local municipalities, etc.).
  • Conduct proofreading, grammar checks, and consistency reviews to deliver error-free and polished proposals.
  • Manage multiple deadlines and proposal schedules to ensure on-time submissions with high-quality content.

Post-Submission & Continuous Improvement

  • Assist in debriefing processes, collecting evaluator feedback, and improving future proposals based on lessons learned.
  • Track and document win/loss data to enhance proposal strategy and proposal process effectiveness.
  • Regularly update capability statements, past performance write-ups, and company qualifications summaries.

Qualifications & Experience

Education & Certifications

  • Bachelor's degree in English, Communications, Business Administration, Technical Writing, or a related field.
  • APMP Certification (Association of Proposal Management Professionals) is a plus.

Experience & Expertise

  • 3-5 years of experience in proposal writing, federal contracting, or grant writing (preferably in government security, law enforcement, or protective services).
  • Proven ability to write clear, persuasive, and compelling proposals tailored for government and corporate solicitations.
  • Experience responding to GSA schedules, IDIQ contracts, task orders, and competitive RFPs for security guard and patrol services.

Skills & Competencies

  • Exceptional writing, editing, and research skills with a keen eye for detail.
  • Strong understanding of government procurement processes, FAR/DFARS compliance, and security industry terminology.
  • Ability to manage multiple deadlines, prioritize tasks, and work under pressure in a fast-paced, high-volume environment.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Adobe Acrobat, SharePoint, and proposal management software (e.g., GovWin, Federal Compass, or similar tools).
  • Ability to synthesize technical and operational information into a reader-friendly, persuasive proposal narrative.

Pay Range: $85,000 - $90,000 per annum (including corporate benefits)

The specific compensation for this position will be determined by a number of factors, including the scope, complexity and location of the role as well as the cost of labor in the market; the skills, education, training, credentials and experience of the candidate; and other conditions of employment.
