Overview:
The Proposal Manager is a key role responsible for the strategic direction, development, and execution of high-quality proposals in response to client solicitations for construction and engineering services. This individual will lead proposal development for Capital EPC, Maintenance & Modification Contracts (MMC), and government and commercial nuclear sectors. The ideal candidate will bring a proactive mindset, strong organizational skills, and a proven track record in proposal management within the construction or engineering industry.
Key Responsibilities:
* Manage the complete proposal development process from receipt of RFP through final submittal and post-submittal follow-up.
* Interpret client requirements from RFPs, RFIs, RFQs, and other solicitation documents to develop compliance matrices and response outlines.
* Lead and facilitate proposal kickoff meetings, daily progress checks, and team reviews.
* Coordinate and compile technical, commercial, execution, and safety content from subject matter experts across operations and functional support teams.
* Write, edit, and structure proposal narratives to effectively communicate execution strategies, differentiators, risk mitigation approaches, and value propositions.
* Ensure proposals meet corporate quality standards, align with execution capabilities, and are submitted on time.
* Maintain proposal schedules and manage workflows for multi-disciplinary contributors under tight deadlines.
* Support continuous improvement by maintaining proposal templates, archiving submissions, and conducting lessons learned sessions.
Required Qualifications:
* Bachelor's degree in construction management, Engineering, Business, Communications, or a related field.
* Minimum of 10 years of experience in proposal development or technical writing for engineering, construction, or industrial services firms.
* Strong knowledge of the proposal development lifecycle, including response strategy, compliance, formatting, and submission logistics.
* Familiarity with construction execution strategies, estimating principles, and operational terminology.
* Excellent written and verbal communication skills with a keen eye for detail.
* Advanced proficiency in Microsoft Word, Excel, PowerPoint; Adobe Acrobat experience preferred.
Preferred Qualifications:
* Experience supporting proposals for DOE, DOD, or commercial nuclear facilities.
* Understanding of project controls, schedule narratives, and cost estimate integration.
* APMP certification or proposal process training.
* Experience with SharePoint, MS Teams, or other collaborative proposal tools.
