Summary

Snodgrass Contracting is looking for a full-time construction Project Manager / Estimator to support a Simplified Acquisition of Base Engineering Requirements (SABER) contract at Whiteman AFB, MO. Summary: Employees in this position are responsible for the overall management of a construction project or multiple projects. The Project Manager must meet all project goals. This position reports directly to senior management or the Program Manager. The Project Manager is a key position in the program management approach undertaken by Snodgrass Contracting. This individual is central to the actions taken to advance program management operations. Essential Duties and Responsibilities include the following. Other duties may be assigned. Prepares accurate and detailed cost estimates for construction projects. Directs the activities of the support staff within the project team. Manages assigned construction projects including the project timeline and budget (including bidding, negotiating, change orders, critical path dates, punch list completion and closing reports). Manages the design process for design/build projects including constructability, schedule, budget constraints, and adherence to the contract documents. Review and evaluate bid documents and work to increase subcontractor base. Negotiate pricing and client change orders. Submit and secure required building permits and certificates of occupancy. Be fully knowledgeable of prime contract terms and ensure full compliance throughout the construction project. Interface with client to review project progress and outstanding issues. Monitor the Construction Supervisors’ work in partnership with the Program Manager. Process client and subcontractor change orders in conjunction with company and client goals. Help train Project Managers on Snodgrass Contracting guidelines and client specific procedures. Reports project timeline changes and manpower designation to the Program Manager. Actively seeks out new business opportunities and sources of revenue for the company. Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees in part with the Program Manager; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Knowledge and experience as a Project Manager with leadership responsibility for budgets, schedules, and project team coordination. Ability to effectively prepare cost estimates for large multi-trade complex construction projects to include design-build and design-bid-build projects. Knowledge of project and construction costs and experience with industry standard cost estimating systems. Knowledge in financial skills to prepare, monitor, and manage detailed project budgets, evaluate cost estimates, and review and approve payment requests. Knowledge of typical design and construction sequences and durations necessary to prepare, monitor, and manage detailed project schedules. Knowledge of project scheduling software such as MS Project. Knowledge of engineering, architectural, and construction practices. Knowledge of applicable building codes and regulations. Knowledge of design and construction contracts, contract law and construction claims procedures. Ability to direct several large professional teams working on unique and technically difficult projects. Ability to communicate effectively with others and initiate and maintain cooperative relationships with people of diverse backgrounds. Ability to maintain favorable public relations. Ability to contribute as a team player in a respectful and professional environment. Ability to direct and review the preparation of design and construction documents, review and approve contractor submittals. Ability to oversee work of inspectors. Ability to effectively resolve field problems during construction. Ability to draft modifications to standard agreements consistent with company policy and if needed in coordination with legal counsel. Ability to travel regularly. Excellent punctuality and attendance is required. Candidates must be US Citizens. Candidates must be able to pass a federal US government background investigation and favorably pass a drug test. Education and/or Experience Five to Ten (5-10) years of related on-site construction experience is required. Experience with project scoping, detailed cost estimating, and RS Means / e4Clicks software. Strong leadership skills needed and ability to mentor junior level staff as needed. Experience with Federal government contracts, data reporting, and protocols highly recommended. Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint). Strong written and verbal communication skills. Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities. Interprets standards, codes, and policies and routinely apply them to develop project requirements, creates designs and/or reviews design submissions. Preferred experience with contract vehicles such as Simplified Acquisition of Base Engineering Requirements (SABER), Job Order Contracts (JOC) and US Army Corp of Engineers. Highly desirable but not mandatory for employment: CAD Technician/Draftsman certification. Ability to gather drawings and specifications, calculating material and equipment requirements and setting up production methods. Liaise with architects and engineers to gather product and structural requirements and designs. Calculate dimensions, weight limitations and requirements in materials. Create detailed designs with computer-aided design (CAD) software. Prepare and review rough sketches and review them along with the engineering team. Highly desirable but negotiable based on experience: Completed degree from an accredited college or university in Engineering, Architecture, Construction Management, or construction related field. Language Skills Ability to read, analyze, and interpret the most complex documents. Ability to speak effectively before groups of customers and employees of the organization. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write thorough, complete and timely report and business correspondence and effectively communicate ideas and concepts in writing. Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Computer Skills To perform this job successfully, an individual should have knowledge of MS Project Management software, Excel, Word, Outlook, and knowledge of various types of estimating software. Physical Demands Employees are required to bend and reach for extended periods and/or in confined spaces. The job duties require an employee to climb ladders, stand for long periods. This job duties requires an employee to work under stressful conditions. Work Environment This position completes most work functions in a general office environment. There are regular requirements to conduct field inspections and observations of the development activities in a variety of indoor and outdoor settings. Public meeting and consultant processes require some evening and weekend participating on an infrequent basis. Some assignments may require that work be completed outdoors in a variety of weather conditions. Some assignments will have exposure to dirt and dust and may require the use of protective clothing and respirators. Some jobs require and employee to be exposed to hazardous work environments. Some jobs require an employee to work in an environment that involves exposure to unpleasant and noxious fumes and odors. This position is primarily performed in a secured US military installation as well as working outside in a construction job site environment.
