Summary

The Project Manager will direct the California Natural Resource Agency, (CNRA) modernization projects from initiation to close, ensuring compliance with state accessibility and technology standards. The PM will manage project plans, coordinate stakeholders, and oversee technical execution for web-based and mobile digital solutions.

This position is being submitted as part of a response to a Request for Proposal (RFP). Employment is contingent upon contract award. If awarded, the expected period of performance will be July 2025 through June 2028.

Worksite: 1600 9th Street, Sacramento, CA and 715 P Street, Sacramento, CA

Work Schedule: Standard CNRA business hours; must be available for stakeholder coordination and issue escalation

What You'll Do

  • Develop and manage scope, schedule, budget, and deliverables for application/web projects
  • Lead planning workshops and oversee requirement analysis, design, and testing activities
  • Ensure compliance with ADA, WCAG 2.0, and California State accessibility mandates
  • Coordinate CMS modernization (WordPress, Sitecore), mobile development, and data visualization
  • Support training, documentation, and knowledge transfer initiatives
  • Collaborate with multidisciplinary teams and validate work authorizations

What You'll Bring

  • Must have a valid PMP certification from PMI
  • 3+ years managing California State IT projects
  • 3+ years of experience in a lead capacity gathering, design, training, and outreach
  • Requires a bachelor's degree (or additional qualifying experience on a year-for-year basis)
  • Working knowledge of accessibility laws and technical tools for remediation (e.g., WAVE, screen readers)
  • Experience in managing teams that meet staff technical requirements across disciplines (developers, designers, data engineers)
  • Strong leadership in coordinating complex technical workstreams involving CMS platforms, JavaScript frameworks, GIS, and mobile apps
