Since 1925, Renewable Water Resources (ReWa) has been committed to providing high-quality wastewater treatment services to the Upstate of South Carolina while promoting a cleaner environment, protecting public health and the water quality of Upstate waterways, and developing the necessary sewer infrastructure to sustain our community and growing economy. With nine water resource recovery facilities and more than 350 miles of pipe, we serve a broad geographic area, including Greenville County and portions of Anderson, Laurens, Pickens, and Spartanburg Counties. Each day an estimated 42 million gallons of water passes through our trunk lines and reclamation facilities before being cleaned and returned to our area rivers and streams.
Job Summary: Pay: $77,000.00 - $95,000.00 per year
Under limited supervision, this position provides project management, administrative, and engineering support for wastewater conveyance and treatment plant projects within ReWa’s capital improvement program. This position is responsible for coordinating all phases of project delivery, including planning, design oversight, permitting, bidding, construction management, and project closeout. This position applies engineering judgment and project management principles to ensure projects are executed in alignment with ReWa’s goals for quality, schedule, budget, and regulatory compliance. This position also exercises discretion in the preparation of service contracts and the review of invoices related to engineering, construction, and project-related services.
Basic Requirements:
- Must possess a valid state driver’s license.
- Requires a bachelor’s degree in civil engineering, environmental engineering, or closely related field from an accredited institution.
- Must meet one of the following combinations of experience and certification/licensure:
Option 1:
- Licensed Professional Engineer (PE) in the state of South Carolina or the ability to obtain within six (6) months of hire,
- AND a minimum of four (4) years of engineering experience with increasing levels of responsibility, including project management and technical oversight.
Option 2:
- A minimum of six (6) years of progressively responsible engineering or utility infrastructure project experience,
- AND a minimum of four (4) years in a role involving project management and technical oversight.

- Performs professional engineering work to coordinate the planning, design, permitting, and construction of capital and in-house projects.
- Prepares or oversees the development of scopes of work, cost estimates, plans, specifications, and bid documents.
- Assists in the preparation of professional services contracts and provides oversight to ensure effective project execution.
- Coordinates with multidisciplinary teams, consultants, and internal stakeholders.
- Attends professional conferences, trainings, and meetings to maintain and enhance job knowledge and skills.
- Maintains project documentation, tracks milestones, and updates ReWa project management system.
Technical Responsibilities
- Provides technical oversight and input on studies, hydraulic models, design plans, specifications, and construction documents to ensure compliance with ReWa standards and project goals.
- Researches project materials, equipment, and design alternatives to support informed engineering decisions.
- Supports and monitors equipment installation and startup to verify performance and alignment with design and operational objectives.
- Provides technical assistance and troubleshooting on equipment, construction, permitting, and process-related issues.
- Conducts technical evaluations and interprets design-related data.
- Verifies compliance with ReWa standards and applicable environmental regulations, including NPDES permit requirements.
- Prepares high-level cost estimates, population projections, and inflow/infiltration evaluations.
Project & Construction Management
- Manages assigned consultant- and contractor-led, as well as internal projects from planning through closeout, ensuring alignment with schedules, budgets, and technical requirements.
- Performs construction observation to verify conformance with approved plans, specifications, and regulatory standards.
- Oversees project scope, budget, schedule, and quality control to ensure alignment with organizational priorities and technical requirements.
- Coordinates and reviews contractor submittals, pay applications, change orders, and closeout documentation.
- Reviews, negotiates scope and fee, and recommends professional service contract, alternate delivery contracts, contract amendments, change orders, and directives to address project needs or challenges.
- Ensures consistency and completeness across project documentation, including daily logs, updates, and milestone tracking.
- Maintains accountability for assigned project deliverables, ensuring execution in accordance with internal processes and external regulations.
- Facilitates conflict resolution within projects.
Regulatory & Permitting
- Interacts and coordinates with utilities, local jurisdictions, and state regulatory agencies regarding permits, construction standards, rights-of-way, and property acquisition.
- Ensures project execution is compliant with applicable laws, environmental regulations, and permit requirements and coordinates reviews with agencies.
- Prepares or reviews permitting documents and supporting materials as required for project approvals and coordinates reviews with agencies.
- Coordinates right-of-way and easement acquisition and construction access requirements.
Communication & Stakeholder Engagement
- Prepares and presents complex engineering concepts in an accessible manner for leadership, stakeholders, and the public.
- Responds to inquiries, concerns, and requests from stakeholders, including internal staff, customers, and external partners.
- Communicates regularly with consulting engineers, technical staff, field personnel, customers, finance, and other departments to support project development and execution.
- Represents ReWa at civic, community, and professional meetings to present updates and information about capital projects.
- Prepares engineering documentation and presentations for review by the board of commissioners, internal committees, and partner organizations.
- Maintains relationships with outside engineers, regulators, organizations, and partner agencies to support project delivery and coordination.
Managerial Responsibilities
- Provides direction and coordination for assigned project teams, including in-house staff, consultants, and contractors.
- Coordinates activities, assigns tasks, and ensures performance standards are met across multidisciplinary teams.
- Attends conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.
- Management may assign additional duties as trained for and qualified to do so related to the work of the position as necessary.
