Description
Work location: Hybrid, Lanham, MD, 1-2 days/week on site.
* This position is contingent on a future opening with Gunnison.
The Project Manager is responsible for leading and managing a the functional testing team, ensuring all activities align with strategic goals, contractual requirements, and compliance standards. The role involves coordinating stakeholders, managing resources and schedules, mitigating risks, and maintaining clear communication and thorough documentation throughout the project lifecycle.
Key Responsibilities:
* Leadership and Direction: Responsible for the overall leadership, direction, and management of the Task Order including overseeing activities to ensure they align with the strategic objectives and contractual obligations.
* Coordination and Collaboration: Coordinate with various stakeholders, including technical leads, subject matter experts, client personnel, and other team members to ensure seamless integration across different testing phases and requirements.
* Compliance and Quality Assurance: Ensuring that all project efforts adhere to established policies, procedures, guidelines, and compliance protocols. Responsible for maintaining high standards of quality across all deliverables.
* Schedule and Resource Management: Efficiently managing project schedules, resources, and budgets to meet project milestones and deadlines. This includes monitoring progress and implementing adjustments as needed to ensure the timely completion of project tasks.
* Risk Management: Identifying potential risks, developing mitigation strategies, and managing contingencies to prevent project disruptions or delays. Anticipating challenges and engaging appropriate resources to address issues proactively.
* Communication: Maintaining open and effective lines of communication between all project stakeholders. This includes preparing and presenting status reports, project plans, and performance assessments, as well as facilitating meetings and discussions related to the project.
* Documentation and Reporting: Ensuring the accuracy and completeness of all project documentation and reporting. Responsible for maintaining records of decisions, actions, and changes, providing a clear audit trail for future reference.
Requirements
* 10+ years successful experience leading complex software testing projects, with competencies in managing resources, coordinating multiple teams, and ensuring deliverable quality.
* Skills in identifying project risks, developing mitigation strategies, and managing performance expectations to align with contractual obligations and client standards.
* Proven ability to effectively engage with a variety of stakeholders, facilitating partnerships and communications among different technical leads, project managers, and client personnel.
* Process Implementation: Experience in quality control processes, identifying and rectifying performance deficiencies, and continuously improving testing methodologies to comply with organizational standards.
* Bachelor's degree.
Nice to have:
* Proficiency in Software Testing: Experience in implementing software testing processes, strategies, and tools is essential, particularly in a multi-system environment involving integration and functional testing.
* Knowledge of IRS Systems and Environments: Profound understanding of IRS systems and complex testing environments. This includes being familiar with centralized test approaches, integration layers, and system interfaces.
* Familiarity with Tools and Technologies: Proficiency in tools such as Informatica, SQL, Oracle, Rational Suite, and other testing and data management software is required to ensure effective test automation and validation processes.
* Understanding Security Protocols: Experience with security protocols, including compliance with Homeland Security Presidential Directive 12 (HSPD-12), governance, and risk management associated with federal IT environments.
* Agile CSM, Agile CSPO, SAFe Agilist certification(s).
Clearance Requirement: Ability to obtain and maintain a Public Trust.
The salary range for this position depends upon multiple factors including location, the individual's knowledge, skills, competencies, and experience, and contract-specific budget constraints and organizational requirements.
