Job Title: Project Manager – Immigration and Customs Enforcement
Location: Telework with some days on-site in Washington, DC SW
Clearance: Candidate must be a US Citizen and be "clearable" – active DHS Public Trust preferred
The Project manager (PM) of the Data Governance team shall lead and manage all programmatic activities and is responsible for improving the quality and managing the protection of sensitive data and information assets. As a Data Governance PM, the project manager shall help the organization grow the Office of the Chief Financial Officer (OCFO) Data Governance team define, develop, and maintain business processes for successful data governance, analytics, and quality within OCFO. The PM shall mix technical expertise while providing leadership to the team.
The PM shall work with OCFO stakeholders to develop a deep understanding of business needs, perform analysis, and execute solutions to transform the business through technology and process changes. The PM will work with OCFO personnel from all business lines to design and deliver solutions accordingly and play a key role in the transformation programs currently underway across the OCFO organization. The PM will coordinate with the Financial Policy / Data Chief and consult on various governance and data compliance project activities.
Essential Tasks and capabilities include:
- Lead multiple projects maintaining responsibility for project management, team leadership, data analysis, strategy development, implementation, training, and adoption.
- Support the Government, advise OCFO teams on best practices for documenting data sets, data lineage, business glossaries, data dictionaries, and other key areas of data management maturity.
- Support the Government by leveraging existing processes and supporting the creation of additional mechanisms to implement policies, processes, procedures, and playbook(s) for guiding the data governance aspects of the OCFO.
- Support the Government by communicating through reports, scorecards, and dashboards that are easily consumable and used to make informed business decisions.
- Participate actively within the OCFO and ICE customer data communities to share best practices, lessons learned, and coordinate OCFO best efforts.
- Support the Government by maintaining the OCFO Data and Management Governance strategy and processes based on OCFO data specific needs requirements.
- Support the Government advise OCFO teams on best practices for documenting data sets, data lineage, business glossaries, data dictionaries, and other key areas of data management maturity.
- Promote ongoing engagement of data stewards and data domain owners within the data governance infrastructure via the Data Working Group.
- Participate actively within the OCFO and ICE customer data communities to share best practices, lessons learned, and coordinate OCFO best efforts.
- Support the Government help tell the story of successful OCFO data governance both internally and with customers.
Educational and / or Experience Level:
The following are the minimum qualifications for the position of Project Manager:
- Bachelor's degree in Computer Science, Business Administration or a related field or 10 years of related experience. Master's degree or MBA preferred
- 5 or more years of experience in Data Governance, Metadata Management, Business Intelligence, Data Quality, Data Analysis or Master Data Management, preferably in budget operations or using financial data
- 5 or more years of capturing and documenting complex business and functional requirements
- 5 or more years of demonstrated experience in Federal Government budget lifecycle, associated processes, and policies.
- 5 or more years of experience with project management software tools, and best practices (e.g. Microsoft Project, Jira or similar software tool)
- Experience with analytics technologies (Tableau platform, Tableau CRM, Oracle Business Intelligence, or other tools)
- Experience with enterprise data management, including data access, data quality, data ingestion and data infrastructure
- Experience leading various data initiatives across a heavily matrixed organization
Required Skills:
- Proficient in the following Microsoft applications: Word, Excel, PowerPoint, Visio, SharePoint, and Outlook.
- Ability to communicate effectively, both orally and in writing, with senior Government personnel
- Possess a customer focused mindset applied to all Government employees
- Demonstrate an agile and proactive task oriented work style and be comfortable working with ambiguous specifications, thinking outside the box to come up with innovative solutions to complex problems.
Preferred Skills:
- Experience with the CMMI Institute Data Management Maturity (DMM) Framework or Data Management Body of Knowledge
