Position Information
This employee provides confidential and high level administrative support to the Director of the Arlington Employment Center and to the Executive Director of the Alexandria/Arlington Workforce Investment Board. The Arlington Employment Center (AEC) provides a comprehensive array of employment services to residents to enable them to remove barriers to employment, define and pursue career goals, obtain training, and secure appropriate employment. The Workforce Investment Board (WIB) is a business-led advisory board that oversees workforce development activities for Arlington County and the City of Alexandria. It is comprised of business and community leaders with a special interest in employment related issues.
Specific Duties Include
- Maintaining all official documents and policies of the Workforce Investment Board, communicating with Board members, and serving as administrative liaison from the Arlington Employment Center to the Arlington County Board office and the office of the Mayor of the City of Alexandria, and the Virginia Governor’s Senior Workforce Advisor’s office.
- Managing and updating 42 WIB and 26 Youth Council member appointments through the Arlington County Board office, the office of the Mayor of the City of Alexandria, and the office of the Governor’s Senior Workforce.
- Managing approximately fifteen Memorandums of Understanding (MOU) between the WIB and various workforce development partners (e.g. state government agencies, public education systems, non-profits) in accordance with federal mandates.
- Maintaining Workforce Investment Board/Youth Council/subcommittee calendars and coordinating meetings including writing and distributing minutes of all WIB, Youth Council and subcommittee meetings.
- Certifying training vendors in accordance with federal regulations and providing training.
- Ensuring that the WIB membership complies with local, state, and federal requirements.
- Interfacing with a wide range of individuals, including both political and business leaders.
- Providing support to job seekers and businesses by giving information on the labor market; maintaining job registries and job postings; communicating job and career fair information to staff, customers and stakeholders; and assisting with the development of workshop materials.
- Overseeing the maintenance of statistical data for the Resource Room and assisting with periodic Customer Survey Satisfaction surveys.
- Centralizing and maintaining Arlington Employment Center (AEC) and WIB Administrative Records.
- Maintaining the master meeting calendar for the Arlington Employment Center.
- Overseeing the logistics and orientation of new staff members.
The employee exercises considerable independent judgment in coordinating projects, initiating work and ensuring appropriate response and follow-up to AEC Director, WIB Board, elected officials, citizen and/or agency inquiries. The ability to both act independently and work as a team player is critical as well as the ability to apply strong organizational skills while managing and prioritizing multiple tasks. Excellent communication skills, both orally and in writing, is required.

Minimum: Bachelor’s Degree in Business or Public Administration, Human Services or a related field plus substantive experience providing direct administrative support to a senior executive or executive level board.
Substitution: Additional qualifying experience may be substituted for the Bachelor's degree requirement on the following basis: two years of experience for one year of education.
Desirable: Preference may be given to qualified candidates with Administrative experience in one of more of the following areas: a) interfacing with business leaders, citizen committees, elected officials and/or other public and private sector entities; b) publicly funded programs; c) Workforce Development programs; d) human services environment; and/or e) member services organization.
Special Requirements
A valid driver's license from state of residence.
Must be able to travel and attend evening meetings as necessary.
Additional Information
Work Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional work may be required for special events in the evening and on weekends. This position requires occasional travel to meetings, conferences and the offices of partnering organizations.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:
Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.
Health and Dental Insurance: Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.
Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.
Retirement: The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.
For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.
Limited Term Appointments
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.
Temporary Regular Appointments
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.
Temporary Seasonal And Occasional Appointments
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
