The mission of the Public Utilities Department is to provide citizens of Johnston County efficient, affordable and friendly services of Water Supply, Wastewater Collection and Treatment, Reclaimed Water and Stormwater Management.
The Project Engineer serves as project manager throughout the entire design process for County capital projects and administers and oversees contracts with private engineering and other technical consulting firms. An employee in this position directs, coordinates and exercises functional authority for planning, design and completion of public utilities projects. The Engineer will work with Engineering Division sta? to provide engineering solutions and alternatives to technical challenges. The position functions as part of the Public Utilities Department and shall provide excellence in customer service. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act.

* Serves as project manager throughout the entire design process for County capital projects.
* Administers and oversees contracts with private engineering and other technical consulting firms.
* Coordinates and administers the preliminary and design phase of projects designed by consulting firms by reviewing plans, specifications and drawings, preparing permit applications, overseeing easement acquisition, attending design meetings, preparing bid documents, selecting contractors and awarding contracts.
* Evaluates final engineering plans, specifications and designs for a variety of utility projects.
* Applies for State and Federal funding and ensures County projects meet funding agency requirements through project closeout.
* Prepares preliminary engineering reports, project funding applications and permit applications.
* Designs public utilities construction projects by preparing plans and specifications, acquiring permits, overseeing easement acquisition, preparing cost estimates, assembling contract documents and solving related problems.
* Supports construction management staff by providing interpretations and recommendations, monitoring schedules and contracts, monitoring contractor performance and facilitating progress meetings.
* Other duties, as assigned.
* Knowledge of water and sewer systems design.
* Proficiency in spreadsheet utilization, word processing and AutoCAD software.
* Project management skills, with the ability to prioritize tasks, manage multiple tasks simultaneously and meet deadlines.
* Knowledge of public project procurement policies, cost benefit analysis and basic accounting principals.
* Excellent analytical and problem solving skills, with the ability to identify and resolve engineering issues.
* Effective communication and interpersonal skills.
* Knowledge of environmental regulations and permit requirements in relation to water and sewer facilities.
* Ability to adapt to changing priorities and work under pressure in a fast-paced environment.
* Strong organizational skills, with the ability to maintain project documentation and records.
* Bachelor's degree in engineering, architecture or equivalent or equivalent experience.
* At least 2 years of relevant engineering or design experience.
* Registration as a Professional Engineer licensed by the State of North Carolina (preferred) or registration as an Engineering Intern by the State of North Carolina or the ability to qualify for such registration
* A valid NC Class "C" Driver's License
