Position Summary

This position performs professional engineering duties related to the environmental review of development applications and approvals within Regina and management of environmentally impacted sites. This position will be responsible for managing and executing a variety of environmental projects, ensuring compliance with environmental regulations, contributing to sustainable development initiatives, contract administration and project management for impacted sites and other environmental projects. This position reports to a Senior Engineer in the Environmental Services Branch.

Key Duties & Responsibilities

  • Conduct and/or oversee Phase 1 and Phase 2 environmental site assessments to evaluate site conditions and identify potential environmental impact.
  • Develop and oversee the implementation of corrective action plans to address identified environmental issues.
  • Manage and review the work of engineering consultants and contractors for projects.
  • Prepare closure reports to document the completion of environmental remediation activities.
  • Conduct and/or oversee comprehensive risk hazard assessments to identify and mitigate potential environmental risks.
  • Apply for notices of site conditions to inform stakeholders of environmental status and compliance.
  • Prepare environmental reports and review environmental , geotechnical and risk assessment reports related to the environmental scope of work.
  • Conduct biophysical assessments to identify existing natural areas, fauna inhabitants, environmentally sensitive areas, wetlands, and other ecological features.
  • Evaluate and document constraints related to environmentally impacted sites that affect development projects.
  • Review, develop and implement aquifer protection plans to safeguard groundwater resources.
  • Review drawings, specifications, plans and applications from engineers, consultants, and developers to make sure they meet City specifications, bylaws and environmental regulations.
  • Develop and manage projects and budgets
  • Perform related duties as required.


Key Qualifications

  • University Engineering Degree, preferably in the Environmental or Civil Engineering disciplines, coupled with a minimum of four (4) years engineering experience in the field of environmental engineering with experience specifically related to impacted site management.
  • Knowledge of the principles of organization, supervision and administration and the ability to effectively apply these principles.
  • Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act as they apply to this position and the ability to develop and ensure adherence to safety procedures within the Act.
  • Demonstrated skill in project management, conducting presentations, communicating and selling ideas and in leading group discussion.
  • Intermediate skills using Microsoft Office including Word, Excel and PowerPoint. The ability to develop expertise in the use of specialized software for data management and environmental remediation.
  • Ability to express ideas effectively, in oral and written form, with particular emphasis being placed on the ability to prepare comprehensive reports for presentations to management and the City Council and to communicate orally to large audiences.
  • Ability to plan and organize work assignments and co-ordinate the activities of others.
  • Ability to promote and adhere to the principles of teamwork including participation, shared responsibility, open communication, trust and mutual support and the establishment of continuing effective working relations with superiors, subordinates, members of the City Council, contractors, suppliers and the public.
  • Ability to work independently and develop initiatives and programs in response to the needs of the area as well as corporate policies and goals.
  • Ability to carry out standard engineering computations


Working/Other Conditions

  • Must be registered or eligible for registration as a professional engineer in the Province of Saskatchewan.
  • Must possess a valid Class Five (5) driver’s license and have a vehicle available for work usage. (A kilometer reimbursement is provided)
