Job Title: Project Development Manager, 360 Prevention and Community Services

Exempt/Non-exempt: EXEMPT

Immediate Supervisor: Associate VP of Prevention and Community Services

Salary: $80,000-$85,000

Essential Functions:

  • Primarily responsible for leading the development and execution of project plans, including timelines, budgets, and resource allocation for homeless housing services, counseling, and prevention programs.
  • Oversee the expansion of existing programs and services to meet growing community needs, staying informed on trends, funding opportunities, and policy changes that may impact service delivery.
  • Regularly collaborate with internal teams to ensure successful project design, implementation, and evaluation.
  • Monitor progress toward project goals, making necessary adjustments to meet objectives and deadlines effectively.
  • Engage with local service providers to enhance service coordination and effectiveness, building and maintaining strong relationships with community organizations, government agencies, donors, and other stakeholders.
  • Coordinate meetings, workshops, and forums to foster collaboration and ensure alignment with shared goals.
  • Develop and implement tracking systems to measure project performance and outcomes. Collect and analyze data related to program efficacy, service delivery, and client satisfaction. Prepare detailed reports on project progress, challenges, and successes for leadership and stakeholders.
  • Monitor project expenditures, identify cost-saving opportunities, and ensure financial accountability. Work with program leadership to develop and manage project budgets, ensuring funds are allocated appropriately and used efficiently.
  • Supervise and support project team members, providing training, guidance, and resources. Foster a positive and collaborative team culture focused on service excellence. Identify staffing needs and assist in recruitment and hiring when necessary.
  • Ensure compliance with all relevant regulations, policies, and best practices in homeless housing, counseling, and prevention services. Develop and implement strategies for continuous quality improvement within projects.
  • Perform other duties as assigned.


Knowledge and Ability Requirements:

  • Strong project management skills, including budget management, timeline tracking, and reporting.
  • Excellent communication skills, both written and verbal, with the ability to effectively engage diverse stakeholders.
  • In-depth knowledge of homeless services, counseling, prevention strategies, and social service systems.
  • Proficiency in data collection and analysis to support informed decision-making and program evaluation.
  • Demonstrated leadership abilities, including experience in team management and staff development.
  • Ability to work independently while also thriving in a team-oriented environment.
  • Familiarity with compliance standards and regulations related to social services, ensuring adherence to best practices and legal requirements.


Education and Experience:

The ideal candidate will have a minimum of 3–5 years of experience managing projects in social services, with a strong preference for experience in homeless services, housing, or community-based counseling. Candidates should have a proven track record in expanding services, resource development, and building strategic partnerships. This role requires the ability to work flexible hours, including some evenings and weekends, as needed. The candidate must also demonstrate the capacity to handle high-pressure situations, adapt to changing priorities, and maintain a commitment to serving vulnerable populations while working to improve community outcomes.

Physical Demands and Other Requirements:

To perform this job successfully, an individual must be able to perform the essential duties listed in the job description satisfactorily. While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to sit. The employee is occasionally required to stand; walk; use hands to finger, handle or feel objects, or controls; reach with hands and arms. Capable of operating standard office equipment, including a computer and keyboard, calculator, typical business machines such as a fax machine and copier. The employee must occasionally lift and/or move up to 20-30 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus. The employee is required to have valid driver’s license, auto insurance and must be able to safely operate a motor vehicle. The work environment characteristics include a noise level which is usually low to moderate.

Reports possible misconduct or relevant errors/ oversight in a timely manner and responsibly addresses related issues with chain of command.
  • Communication/ Interpersonal Skills: Consistently conveys clear, accurate, timely, and respectful communication appropriate for the situation. Informs appropriate management staff when incident occurs or a crisis situation. Maintains professional boundaries with clients/residents, staff, interns, volunteers, and vendors. Able to successfully share skills and concepts with others and works effectively with others under time and environmental pressures.
  • Safety and Agency Resource Utilization: Demonstrates sound judgement and foresight in safety awareness and in daily work. Notifies, in a timely manner, the supervisory chain of any incidents or circumstances that need attention. Report all suspicions or allegations of abuse immediately to their supervisor. Ensures appropriate utilization of materials and resources and minimizes waste.
  • Other Responsibilities: All other tasks and responsibilities as assigned.
