SUMMARY
The Project Controls Manager will develop, manage, and execute the project controls effort (scheduling and costs) for Development Division projects, including large, complex rail transit projects. Requires a diverse knowledge of project controls, including change control, schedule control, and process management.
Major Duties and Responsibilities:
* Manage project budget processes including forecasting, project plan, budget and cost control.
* Manage the project control system for the project(s), including vendor management, process development and design, and developing reports to monitor overall project status as well as process times.
* Manage change control process and change order management.
* Review master schedules for various projects, including baseline schedule, monthly schedule narratives and updates, and identify issues and required updates.
* Track and analyze budget, contract, and schedule contingency status.
* Conduct project risk assessment and risk analysis; coordinate with project team to ensure that project risks are actively managed and mitigated.
* Supervise the administration and approval of contract change orders, requisitions and progress payments for professional services and construction contracts.
* Make recommendations regarding the customization of the project control system to meet specific project requirements; as well as analyzing processes for improvement and efficiency.
* Ensure earned value reporting is complete and accurate.
* Ensure invoices and pay applications are reviewed for accuracy and conformance with CATS and FTA requirements.
* Coordinate with Finance team on project funding, budget, accounts, payments, and issue resolution.
* Supervise project controls team, including project control specialist, business analyst and document controls specialist.
* Support effective project management through analytical and problem-solving skills.
* Manage reporting of grant funded projects to executive level staff and FTA, including FTA quarterly meeting agenda
* Other duties as required.
Minimum Qualifications:
* A four year degree in engineering, construction management, public administration, or related field.
* A minimum of eight years of experience in project management or project controls or related work experience.
* Demonstrated history of working on large-scale engineering and construction projects highly desired.
* Proficient PC skills including proficiency in Excel and Word.
* Experience with project controls and/or scheduling software highly desirable.
* Must be able to pass a pre-employment drug test, a criminal background check, DMV report and be eligible for a City Driving permit.
Preferred Qualifications:
* Experience in similar position in transit/transport industry preferred.
CONDITIONS OF EMPLOYMENT

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
