Duties:Essential Functions: 1. Analyzes program plans; develops and administers program objectives, activities, staffing needs, and funding allotments for tribes and/or THP. 2. Monitors program to ensure compliance with contract provisions and funding source regulations; recommends and facilitates implementation of procedural and operational changes to maximize service delivery and enhance revenues. 3. Provides training and technical assistance to tribal organizations, THP clinics, American Indian community members, and state/county programs. 4. Acts as liaison and resource to tribal organizations and other service providers, county departments, state or other funding sources, and community and business organizations; participates in a variety of internal and external meetings, committees and coalitions; interacts with various planning councils and boards; answers questions and provides training and technical assistance as required. 5. Serves as an expert and a health education resource to tribal organizations, American Indian organizations, as well as other professional organizations that serve American Indians and their communities. 6. Coordinates the development, production, and dissemination of educational materials and promotional items. 7. Communicates health education needs, concerns, and resources regarding American Indian populations. 8. Prepares and disseminates all necessary reports. 9. Acts as representative with various workgroups, networks, and/or task forces. 10. Pursues funding opportunities to sustain and expand program activities, resources and longevity. 11. Regular and predictable attendance. 12. Other duties as assigned. Additional Responsibilities: 1. Maintain a valid, unrestricted Driver's license and ability to be insurable under CRIHB's automobile insurance. 2. Position requires 30%-40% travel throughout California. 3. Requires ability to drive up to 7 hours a day.
Qualifications:Qualifications: 1. Master's Degree in a health-related field preferred OR bachelor's in health-related field with five year's experience in a related field. 2. Extensive knowledge of theories, principles, goals and objectives of public health. 3. Principles, practices and techniques of program planning, development, evaluation, procedures of budget preparation and monitoring, including budgets involving grants, contracted services, and state and federal funding. 4. Techniques of contract negotiation and monitoring experience in the public health field and evaluation preferred. 5. Ability to work on various computer programs such as word processing and graphics software. This position requires an awareness and keen appreciation of American Indian traditions, customs and socioeconomic needs and the ability at all times to meet and deal effectively in contacts with Indian organizations which requires tact, courtesy, discretion, resourcefulness, and good judgment in handling functions of a sensitive nature. Preference in hiring is given to qualified American Indians in accordance with the Indian Preference Act (Title 25, U.S. Code, Sections 472 and 473).
