Summary

Position Summary Primarily responsible for developing, monitoring, and reporting costs and schedules. Must effectively plan, take control and monitor the costing and scheduling process the project. Essential Job Functions ▪ Prepare periodic reports on costs, schedule, progress and quality to the Project Director and the OpCo/divisional Financial Manager ▪ Prepare (or liaises with Contractor Project Control department) on cost estimates, expenditures forecast and schedule in terms of forecast/planning and actuals; ▪ Support the Project Director in the development of KPI control framework, risk register for those items related to scheduling and costs, periodic reporting and monitoring of the follow up; ▪ Report to the Project Director any deviation from the approved investment proposals, with respect to project scope, market conditions, financial and operational changes and any other deviation from the economic evaluation of the business case, investment proposals, operational costs and revenues, scope of the project and cost estimates; Estimate: ▪ Recast the estimate using WBS/CBS ▪ Estimate tasks based on the project budget Cost Control: ▪ Establish a WBS/CBS to stay in control of Cost ▪ Determine the budget available for each PO with respect to the FID budget ▪ Review Cost and Rates included in the contracts ▪ Review and approve invoices to assure: (1) invoices are coded to proper WBS, (2) invoices follow PO terms or Contract conditions ▪ Prepare Cost reports to assure PO commitments and Actuals are in line with the FID budget ▪ Prepare Estimate to Complete and Estimate at Completion based on the input from the Project Team and the Project Manager Schedule Control: ▪ Create the integrated project schedule based on project baseline requirements; ▪ Interact with the project team to define scope of work to develop and update detailed schedules, cost information and identification of variances from original plan. ▪ Develop and suggest sequencing options or alternatives to the project to enhance the schedule or ultimately re-baselining; ▪ Interact with contractor and project staff to schedule work and coordinate assignments; ▪ Conduct analysis to determine alternative courses of action or recovery on slipped schedules. Physical Progress Control: ▪ Monitor progress by directly communicating with team members about their tasks; ▪ Report the progress of the project to the Project Director ▪ Develop and maintain periodic status reports to keep management informed on progress; Change Management Control: ▪ Assess the impact of change requests on the project schedule, and introducing them to the project schedule once they're approved; ▪ Maintain timely and effective change management, processes, procedures and systems; ▪ Supports the Project Director in reviewing and advises on variation claims Risk Management Control: ▪ Manage the risk register ▪ Suggest management of risks affecting project profit, costs, schedules and customer relations; ▪ Prepare a forecast of Cost and Schedule incorporating Risks Experience Requirement Experience 10 years plus: ▪ Cost & Schedule controls & management ▪ Developed a Project controls plans, and procedures ▪ Developed and maintained Risk Management register, KPI structure and mitigation cost ▪ Proven ability to develop processes to establish earned value progress, incurred cost, cash flow forecast, etc. ▪ Proven ability to review contractor’s cost estimate / schedule ▪ Proven ability to generate excellent informational reports and presentations ▪ Ability to multitask ▪ Customer service focus including the ability to speak diplomatically Education Requirement ▪ Bachelor’s degree required; ▪ Cost & Schedule controls & management ▪ AACE certified (a plus) Competencies All Company Core Competencies as well as the following job specific competencies & skills: ▪ Cost controls & management ▪ Primavera suite ▪ MS Office suite ▪ Detail Oriented Job Types: Contract, Part-time Pay: $75.00 - $90.00 per hour Benefits: Flexible schedule Schedule: Monday to Friday Ability to commute/relocate: Houston, TX 77027: Reliably commute or planning to relocate before starting work (Required) Experience: Project Controls Management: 10 years (Required) Work Location: Hybrid remote in Houston, TX 77027
