Summary

This position is responsible for the complete life-cycle and maintenance of custom in-house and vendor-built applications, as well as developing code to create customized databases and reports. Ensure application and user documentation is prepared and presented. Provide end-user support for relevant applications. Creation of standardized common coding modules used in the development of in-house applications. Provide technical expertise and guidance to other IT staff. Must strive to meet the Agency mission and exemplify the Agency’s core values. Education: Associate's degree (or equivalent experience) in Computer Science, Computer Programming, MIS, or closely related field. Bachelor’s degree preferred. Experience: Three years of verifiable paid field related experience in computer programming and analysis or the equivalent. Experienced with SQL, Microsoft Operating Systems, and multiple programming languages (PHP/ Python / JavaScript / C# /.NET etc.) Skills: Demonstrated experience in the design and development of complex applications. Proficiency in Microsoft SQL Server or other database programs, as well as Microsoft Office. Read, understand, and communicate information and ideas presented in writing. Use mathematics to solve problems. Obtain and use equipment, facilities, and materials required to perform work. Knowledge: In-depth knowledge of relevant programming procedures, languages and relational database concepts. Familiar with procedures and systems such as spreadsheets, word processing, file management, forms design, and other office practices. General principles and objectives of information technology systems and programs. Proper spelling, grammar, punctuation, and sentence structure to ensure that written materials prepared and reviewed are complete, succinct, and free of errors. Abilities: Operate job-related equipment including the use of basic computer programs and systems. Generate and manage reports, workflows and documents in various systems. Work effectively under pressure. Communicate effectively. Work independently with minimal supervision. Work as part of a team and work effectively with people from diverse cultural, social, and ethnic backgrounds. Effectively manage resources to implement projects. Other Expectations: Must maintain a focus on end user needs. Report unusual incidents and major unusual incidents related to the population we serve. Completes all required training and maintains strict confidentiality. Regular attendance is mandatory. Remote / flexible work location eligible up to 80% of the time, subject to operational needs and organizational procedures. Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to: 1. Work with the users to evaluate and identify functional specifications that address business objectives and produce innovative solutions addressing complex business objectives or problems. Prepare workflow diagrams per functional specifications. 2. Structure, access, and maintain complex databases that interact and support the applications. 3. Review, analyze, and modify programs / systems of moderate to high complexity including coding, testing, debugging, and installation to support the company's software applications, including in-house written applications and vendor purchased packages and interfaces. 4. Provide project estimates and serve as a Technical Lead when requested for projects of moderate complexity and help develop detailed project plans. 5. Write, maintain, and present application end user and training documentation for existing and newly developed applications. 6. Provide end user application training. 7. Create standardized coding modules to be used in the development of in-house applications. 8. Provide technical expertise and guidance to other IT staff in the use of and design of IT application development technologies. 9. Conduct code and documentation reviews. 10. Ensure all code and documentation is appropriately stored in the repository and documented. 11. Research, identify and present third-party applications that provide potential solutions to business objectives or problems. 12. Maintain, upgrade and support Third-Party applications and systems. 13. Participate in user consulting, systems analysis & design, and vendor contact 14. The ability to quickly grasp both business and technical concepts and understand how to find solutions to various scenarios that have not been experienced before 15. Must follow safety and health rules and regulations, including OSHA standards. 16. Performs other related duties as assigned. 17. Regular attendance is an essential function of this position.
