The Housing and Land directorate is responsible for the Mayors plans to deliver new and improved homes and strong communities. Working closely with boroughs and partners, we manage the Mayors housing investment programmes and land and property assets to support the building of affordable homes, job creation and regeneration.

About The Team

The role sits within the GLAs Public Land team which manages a collection of programmes that are focussed on supporting public sector landowners to identify and bring forward surplus land for housing in London. The team works with a range of partners to share expertise and build partnerships that advance the delivery of housing in London.

About The Role

We are seeking a skilledprogramme manager to join the Public Land team tooversee the continued implementation of the recommendations from theLord Kerslakes Review of Housing Delivery(2022).

The focus of this role will be to lead the delivery of theHomes for LondonersCollaboration programme. This is a high-profile programme which embeds a more streamlined and collaborative approach to housing delivery across the GLA Group and wider public landowner partners.

The GLA Group is made up of GLA, Places for London (TfLs property company), Old Oak and Park Royal Development Corporation (OPDC), London Legacy Development Corporation (LLDC), the London Fire Commissioner and Mayors Office for Policing and Crime, where these organisations are collectively responsible for bringing forward exciting and strategic development schemes on their surplus landholdings across London.

In this role, you will use your excellent programme management skills to drive forward the delivery of the Homes for Londoners collaboration programme. You will be able to demonstrate planning and organising skills where you can effectively lead a varied programme with competing priorities. You will have notable problem-solving skills which allow you to work with partners to identify opportunities and innovative solutions to achieve the programme objectives.

What Your Day Will Look Like

  • Appraising, establishing and implementing innovative programme and change management tools that unlock and drive forward the delivery of projects that achieve the objectives of the Homes for Londoners Collaboration programme.
  • Managing relationships with an array of stakeholders from across the GLA group to understand progress on housing delivery activities and to identify opportunities for further collaboration and partnership working.
  • Leading the delivery of strategic meetings with senior leaders and politicians from across the GLA Group to allow scrutiny of housing delivery data, progress across projects within the programme and mitigating key risks and issues.
  • Providing line management to a project officer, including supporting the planning and delivery of communications to ensure collaborative activities are embedded across all parts of the GLA Group.

Skills, knowledge and experience

To be considered for the role you must meet the following criteria:

  • Experience of managing cross-cutting programmes and projects, including complexinformation management and implementing programme management tools.
  • Successful track record of delivering a programme which requires working effectively with a diverse range of stakeholders and/or organisations to deliver shared goals.
  • Experience of successfully operating in a complex organisational or political environment.
  • A general understanding of issues and policy relating to housing or the built environment.
  • Well-developed IT skills and experience of utilising these for programme management and financial management.

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.

Job Purpose

To work closely with and support the Senior Professional Lead and the Deputy Mayor for Housing and Residential Development to implement the recommendations from the Kerslake Review of housing delivery across the GLA Group.

To lead the delivery of the Homes for Londoners Collaboration programme that looks to embed a more streamlined and collaborative approach to housing delivery across the GLA Group and wider public landowner partners.

Principal accountabilities

  • Implement and oversee programme management and governance tools that drive the delivery of projects that sit within the Homes for Londoners Collaboration programme.
  • Lead and deliver complex projects in line with planned performance and outputs to time, budget commitments and quality specifications.
  • Ensure that projects and policy work are well consulted upon with politicians, partners and stakeholders. Engage with internal and external stakeholders, to represent and promote the GLAs projects and policy work and to influence their work on housing programmes and projects.
  • Gain and maintain a good understanding of the wider policy context in which these projects are delivered.
  • Monitor and oversee the activities of delivery partners and consultants, identifying and reporting on risks and issues as appropriate. Take overall responsibility for procurement processes, project management, approvals, communications, consultation, monitoring and review.
  • Prepare and present reports, briefs and recommendations on key issues and actions to senior managers and the Deputy Mayor to facilitate executive understanding and decision making.
  • Manage staff and resources allocated in accordance with the Authoritys policies and Code of Ethics and Standards.
