The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Job Summary
This position provides substantive administrative, operational, technical, and management support functions or similar work, some of which are highly confidential and sensitive in nature, requiring administrative and analytical skills, and the ability to research problems and issues of the assigned Division or Administration; proposes policies and procedures based on workflow analysis; and conducts qualitative and quantitative analysis in aid of the Division or Administration’s proposed or existing programs.
Duties And Responsibilities
The Program Specialist duties and responsibilities include:
- Administers the budgets of the assigned programs to include but not limited to, requesting budget and its accompanying documentations, coordinating memberships in professional organizations (as applicable), conferences, and leadership development programs; Memorandum of Agreement; office supplies; software upgrade/purchase; and other similar and/or related duties. Reviews and approves the invoices for payments, as designated. Performs monthly reconciliations of PASS and PCard records or other similar assignments.
- Serves as a liaison between the assigned division and the other entities, both within and outside of the agency, on specific issues or assignments. Attends and reports on meetings as assigned.
- Analyzes qualitative and/or quantitative data and provides recommendations for specific program(s) to improve operations and delivery of services, or to modify the budget for the next fiscal year; estimates/forecasts specific program requirements and budgets and prepares reports and recommendations.
- Performs program evaluations, policy studies, special projects, budget forecasts, and analytic studies associated with the assigned programs, as appropriate.
- Responsible for the overall administrative support matters of the assigned division/administration including maintaining the assignment tracking database, coordinating the work assignments of the staff to ensure full coverage, responding to and scheduling appointments and maintaining the calendar of business activities.
- Assists in researching and disseminating information to the appropriate Agency personnel.
- Assists with tasks and projects, policy development, and other correspondence.
- Prepares and distributes information in advance of meetings with internal and external participants as necessary on behalf of the assigned Administration/Division.
- Performs other related duties as assigned.
Qualifications And Education
- A relevant Bachelor’s degree is highly preferred.
- Must possess at least one (1) year of specialized experience equivalent to the grade 11 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the competencies, knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, ability to comprehensively handle and provide substantial administrative, operations, and management support functions or other similar duties; ability to organize and develop and/or improve the administrative procedures of the assigned Office; ability to coordinate and implement specific project and make follow up to ensure timely submissions or completions; ability to collect and analyze data and provides workable feedback, or other similar duties.
- Comprehensive knowledge of and ability to apply qualitative and quantitative data collection techniques and analyses to identify trends and issues and make workable recommendations.
- Comprehensive knowledge of and ability to apply analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency or workflows to include the accompanying manuals or policies and procedures.
- Ability to perform policy analysis and propose revisions and updates based on the most recent regulatory requirements enacted, as appropriate.
- Comprehensive knowledge of and ability to apply the agency policies and procedures, pertinent federal and District of Columbia’s laws and regulations as they relate to the assignment, including confidentiality and privacy laws.
- Demonstrable ability to evaluate and analyze information and data and makes recommendations or take appropriate actions.
- Comprehensive knowledge of CFSA’s structure, policy and operational procedures, terminology, related programs, and their functions, filing or document management system, and records storage procedures, to locate, identify, retrieve, and analyze records responsive to the requirements of the assignments or liaise with appropriate administration.
- Demonstrable skills and ability to research, retrieve, review, redact, and process a large volume of documents including electronic mail.
- Demonstrable ability to exercise tact, diplomacy, and good judgment to effectively maintain a cohesive, pleasant, professional, and cooperative working environment. Demonstrable comprehensive skills and ability to make oral and written presentations to resolve issues
- Ability to organize large volumes of data and prepare briefings and special reports. Ability to maintain complex and confidential files, records, and official documents.
- Proficiency in Microsoft Office Suite: Word, Excel, and Outlook, internet research, and web-based applications.

Working Conditions/Environment
The work is sedentary. Some travel to offsite office locations and on rare occasions to client residences may be required.
Other Significant Factors
Tour of Duty: Monday - Friday, 8:15 am - 4:45 pm. Qualified individuals must ensure flexibility as it relates to the Tour of Duty.

Position Designation: This position is deemed as "security" sensitive pursuant to DCMR 6B Section 412 and is subject to a criminal background check, traffic records check, reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.
