Program Specialist, Community Education Programs Summary: Under general supervision, provide instructional leadership for the Adult Education program under MPS Community Education. This includes: hiring and supervising assigned Teacher on Special Assignment (TOSA) staff, including Curriculum Team Leads (CTLs) and Instructional Coaches; conducting annual and probationary performance reviews, including staff evaluation and goal setting process using the SOEI rubric; overseeing Adult Education staff working on grant funded projects, and providing administrative support for grant funded initiatives. Direct and coordinate internal and external program efforts including: contract administration and compliance, supporting instructional and program goals, participating in program leadership groups, communicating program updates to staff. Directing professional development activities of Adult Education program's staff, including creation and implementation of Program Improvement Plans and Professional Learning Communities (PLCs); Support budgetary and fund development efforts. Responsibilities: * Hiring and supervising assigned Teachers On Special Assignment (TOSA) staff * Strategy 1.1: Review program instructional support staffing needs; communicate with administration team about open positions; with approval from Program Manager, work with Human Resources department to post openings * Strategy 1.2: Interview, hire, and support TOSA staff; develop work schedules to meet the needs of the program, assign duties, and provide oversight of job performance; orient and onboard TOSA staff to their roles and responsibilities as well as program priorities, procedures, and operations; conduct annual and probationary employee performance reviews; ensure relicensure efforts for teaching staff; coordinate coaching of staff on program identified best practices * Strategy 1.3: Provide oversight of, and administrative support to Adult Education TOSA staff working on grant funded projects on and off site. * Strategy 1.4: Participate in staff evaluation and goal setting using MPS approved observation tools: SOEI Rubric & Observations * Strategy 1.5: Assure staff compliance with departmental procedures, priorities, and standards following District due process protocol. * Strategy 1.6: Review and approve staff leave requests and time entry. * Coordinating and directing all Adult Education instructional support efforts: * Strategy 2.1: Manage all curriculum development, projects & corresponding cyclical review process * Strategy 2.2: In collaboration with admin and leadership teams, develop and implement program evaluation and staff/student survey plan * Strategy 2.3: Support administration and compliance with contract & relicensure efforts * Strategy 2.5: Support measurement and evaluation of student achievement and program outcomes * Strategy 2.6: Support instructional benchmark development and usage * Strategy 2.7: Work with administrative team and Shared Leadership Team to support daily operations and program goals * Strategy 2.8: As part of the admin team, prepare weekly updates to staff; compile data, prepare initial draft of written information, and design the annual program report for review. * Strategy 2.9: Assure site continually works towards Program Improvement Plan goals * Strategy 2.10: Collaborate with admin staff on class schedule development * Planning and leading professional development efforts * Strategy 3.1: Utilize innovative research and technology to support professional development activities, including creation of year-long PD plans and goals * Strategy 3.2: Coordinate program responses related to program evaluation/survey feedback * Strategy 3.3: Support program software training and implementation * Strategy 3.4: Support appropriate TOSAs with the onboarding, orientation & mentorship efforts for new teaching staff * Strategy 3.5: Collaborate with SOEI coaches and curriculum team leads to determine and implement professional development plan for staff, including ongoing specific TOSA PD needs * Strategy 3.6: Plan and lead monthly team meetings * Partnership and Outreach * Strategy 4.1: Assist in the design and implementation of Adult Ed professional community engagement initiatives, community resources and educational partnerships * Strategy 4.2: Organize and serve on departmental and interdepartmental committees to participate in planning events and to represent Adult Education * Strategy 4.3: Establish contacts with external organizations to ensure broader community connections; participate in membership organizations; make presentations to provide information to promote and market MPS Adult Education * Support budgetary and fund development efforts * Strategy 5.1: Assist Program Manager in developing the Adult Education program's budget as needed * Strategy 5.2: Oversee budgets as directed by the Program Manager * Strategy 5.3: Research and monitor grants as assigned by the Program Manager * Other duties as assigned by Adult Ed Program Manager Qualifications: Education, Training and Experience: * Bachelor's Degree in Education, Social Sciences, Public Administration or related field; AND four (4) years of professional experience administering public education support programs; OR * an equivalent combination of education, training and experience as determined by Human Resources. Knowledge of: * Adult Education programming and operations, with extensive prior experience in Adult Education needed * Working effectively with partnership organizations, including non-profits, governmental jurisdictions, faith institutions and various school district departments * Experience leading system-change initiatives * Successful supervisory experience * Serving non-traditional populations * Successful collaboration with community-based organizations * Computer proficient in online meeting platforms, Apple and PC, and both Microsoft Office platforms and Google Suite * Must be able to travel between two different main Adult Education sites, with possible travel to satellite programs within the Twin Cities area Skills Needed: * Self-motivated, self-directed, results-oriented individual * Working independently * Working effectively with diverse cultures * Competent and confident digital literacy skills * Ability to create, learn, adapt, and improve systems * Ability to prioritize multiple tasks * Strong relational and coaching skills * Strong collaborative skills * Strong organizational skills * Strong spoken and written English communication skills LICENSE AND CERTIFICATION REQUIREMENTS * A current valid Minnesota teaching license is strongly preferred * A valid Minnesota State Driver's License may be required ORGANIZATIONAL INFORMATION *
