The ICF Program Service Manager manages daily operations of a team which supports residents in 2 cottages. Responsible to provide leadership, development, coaching and support to ICF Team members including, Direct support staff. This Program manager is responsible for overseeing all operations of 2 cottages totaling 16 residents. Manager is responsible for and works in conjunction with the other team members and managers on ICF quality assurance monitoring, meeting staffing levels, recruitment and selection, onboarding and training, and evaluation of department staff.
Primary Duties And Essential Functions Of Position
Manages all operational aspects of resident care services of that ensures quality of care and life for all Residents.
Directly manages, supports and professionally develops team that includes DSPs and other designated team staff roles.
Responsible to ensure that team promotes and ensures person centered planning, compliance, and coordination of services for Residents
Works with SJH Scheduler to ensure meeting adequate staffing levels.
Complete Payroll management for Team members.
Participates in preparation and management of team budget.
Training and Development
Develops, implements and delivers an effective new hire training program and various in-services, including appropriate introductory training. Monitors the effectiveness of programs.
Conducts and participates in hew hire orientation.
Writes material for new training programs; reviews, evaluates and modifies existing and proposed programs; recommends appropriate changes.
Coordinates with Team Managers to assess training needs and develop programs to match these needs.
Attends and participates in onsite and offsite meetings and trainings, and informs relevant staff of pertinent information via written and verbal communications.
Employee Relations and Supervision
Responsible for interviewing and selection, orientation, training, assigning and supervision of Direct Support staff and other Team members.
Manages employee relation concerns and works to improve interpersonal relations amongst employees, Coordinators, Managers and between departments.
Shares in an on-call rotation and responsible for all ICF Resident services. Coordinates with all Team Managers to ensure continuity.
Regularly documents performance or conduct concerns and provides guidance on effective interactions with staff to improve performance.
Completes annual employee performance evaluations. Additionally, oversees the process for competency evaluation of new DSPs and other Team members and recommends progression to regular status employment or extension of Introductory Period. Conducts quality assurance monitors to gage employee ability and performance and ensure quality care.
Collaborates as needed with other Team Managers in addressing employee relation concerns, and works to improve interpersonal relations amongst employees, coordinators and between departments.
Regularly meets with all staff team members, leads meetings, and other meetings as applicable.
Quality Assurance and Compliance
In conjunction with Team Managers and Compliance Coordinator, assures that regulatory and documentation requirements are met for programmatic compliance and employee training needs.
Completes regular Quality Assurance checks within the department, identify trends/patterns, and works with Director of Programming to implement necessary improvements.
Communicates and applies polices, practices, procedures, objectives and goals necessary for attainment of quality resident care.
Exercises discretion and respects individuals’ rights to privacy; maintaining confidentiality of information as required by HIPPA and policy.
Performs all job duties required of a Direct Support Professional if necessary to meet shift coverage needs, to include personal hygiene care, accurately and in allotted time frame according to the individual plan and/or medical necessity.

Supervisor Responsibilities
Manages DSP’s, and team members. In collaboration with other Team Managers manages DSPs, DSP Mentors, Active Treatment Specialist, Activity Specialist, and QIDP, reporting concerns to the Director of Programming and/or HR Manager for disciplinary action, if appropriate.
Qualifications
Education/Experience
Applicants must be a minimum of 18 years of age.
High school diploma or GED required.
Minimum two years of experience in Developmental Disability field, and supervisory or management experience preferred.
Licenses/Credentials/Certifications
PATHS Certificate of Initial Proficiency and current CPR and First Aid Instructor Certifications by the Red Cross preferred.

Prefer current driver’s license with fewer than 6 points and personal mode of transportation. If not driver, must be accessible and able to report to work when directed and on-call
May be considered a first line of contact during employee emergencies.
Intermediate knowledge of Microsoft Office applications, specifically including Word, PowerPoint and Outlook.
Knowledge of regulatory compliance and quality management in a health care setting preferred.
On-call availability and flexibility of schedule in order to meet operational needs is required.
